1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Gubernatorial Boards and Commissions Act is
5amended by changing Sections 5, 10, and 25 as follows:
 
6    (15 ILCS 50/5)
7    Sec. 5. Definitions. As used in this Act:
8    "Board" means a board authorized or created by executive
9order of the Governor, statute, or the Illinois Constitution to
10which the Governor has authority (whether or not exercised) to
11appoint one or more members.
12    "Commission" means a commission or other body authorized or
13created by executive order of the Governor, statute, or the
14Illinois Constitution to which the Governor has authority
15(whether or not exercised) to appoint one or more members.
16    "Office" means the Governor's Office of Boards and
17Commissions, or a successor entity within the Governor's
18administration.
19    "Sexual orientation" shall have the same meaning as in
20Section 1-103 of the Illinois Human Rights Act.

1    Sec. 10. Repository of board and commission membership;
2meeting notices.
3    (a) The Office shall establish and maintain on the Internet
4a centralized, searchable database, freely accessible to the
5public, of information relating to appointed positions on the
6State's boards and commissions.
7    The database shall include, at a minimum:
8        (1) The qualifications for, and the powers, duties, and
9    responsibilities of, each appointed position on each of the
10    State's boards and commissions.
11        (2) The name and term of each current appointed member
12    of a board or commission.
13        (3) Each current vacancy in appointed membership of
14    each of the State's boards and commissions.
15        (4) Information as to how a person may apply for
16    appointment to a board or commission, including a uniform
17    application that may be downloaded and printed or that may
18    be submitted electronically. Such application shall
19    include a data field where an applicant shall disclose his
20    or her ethnicity, gender and disability status for
21    reporting purposes. Additionally, such application shall
22    include a data field where an applicant may optionally
23    disclose his or her sexual orientation for reporting
24    purposes.
25        (5) A link to that section of the Secretary of State's
26    website that allows the public to search Statements of

1    Economic Interest filed with the Secretary of State.
2    (b) In addition to the requirements of subsection (a) of
3this Section, the Office shall establish and maintain on the
4Internet:
5        (1) a centralized location for an electronic mail
6    listserv for subscribers to receive notices of the meetings
7    of each board and commission and the meeting's agenda; and
8        (2) a listing of the meeting times and agendas for each
9    board and commission.
10    The Office shall send and post meeting notices and agendas
11pursuant to paragraphs (1) and (2) at least 48 hours before
12each meeting. For the purposes of this subsection (b),
13"electronic mail listserv" means an automatic mailing list
14server used to manage electronic mail transmissions to a list
15of subscribers.

18    Sec. 25. Demographic composition; report. Beginning
19October 1, 2015 and for each year thereafter, the Governor
20shall file a report with the General Assembly detailing the
21following information:
22        (1) the demographic information (ethnicity, gender,
23    and disability status) of each appointment made by the
24    Governor between July 1 of the prior year through June 30
25    of the reporting year. Such demographic information shall

1    also include the voluntarily and publicly disclosed sexual
2    orientation of each appointment;
3        (2) the aggregate demographic information for those
4    persons who applied for an appointment with the Governor's
5    office, but were not appointed between July 1 of the prior
6    year through June 30 of the reporting year. Such aggregate
7    demographic information shall also include the voluntarily
8    and publicly disclosed sexual orientation of those
9    applicants; and
10        (3) the demographic composition of the gubernatorial
11    appointees on each board, commission, and task force as of
12    June 30 of the reporting year. Such demographic composition
13    information shall also include the voluntarily and
14    publicly disclosed sexual orientation of each appointee.
15    The Governor shall electronically publish an annual report
16detailing the demographic composition of the gubernatorial
17appointees on each board, commission, and task force as of the
18date of the report.
