1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Railroad Supplier Diversity Act.
 
6    Section 5. Definitions. For purposes of this Act:
7    (a) "Class I railroad" has the meaning assigned by
8regulations of the Surface Transportation Board (49 CFR Part
91201; General Instructions 1-1), as those regulations may be
10revised by the Board (including modifications in class
11thresholds based on the revenue deflator formula) from time to
12time.
13    (b) "Commission" means the Illinois Commerce Commission.
 
14    Section 10. Reports. A Class I railroad company may, no
15later than April 15 of each year, submit to the Commission an
16annual report containing the information described in
17subsections (b), (c), (d), and (e) of Section 5-117 of the
18Public Utilities Act and any other additional information by
19the railroad company, including, but not limited to, a national
20supplier diversity report. Any reports voluntarily submitted
21shall be in a form and manner required by the Commission. The
22Commission shall accept any reports submitted by a Class I

1railroad under this Section that contains as much
2State-specific data as possible.
 
3    Section 15. Workshop. The Commission shall hold an annual
4workshop open to the public on the state of supplier diversity
5among railroad companies to collaboratively seek solutions to
6structural impediments to achieving stated goals, including,
7but not limited to, testimony from each participating railroad
8company or any subject matter expert or advocate. The workshop
9under this Section shall not be held on the same date as other
10workshops held by the Commission.
