AMENDMENT TO SENATE BILL 83

2    AMENDMENT NO. ______. Amend Senate Bill 83 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-530 as follows:
 
7    (20 ILCS 405/405-530 new)
8    Sec. 405-530. Higher education supplier diversity report.
9    (a) Every private institution of higher education approved
10by the Illinois Student Assistance Commission for purposes of
11the Monetary Award Program shall submit a 2-page report on its
12voluntary supplier diversity program to the Department. The
13report shall set forth all of the following:
14        (1) The name, address, phone number, and e-mail address
15    of the point of contact for the supplier diversity program
16    (or the institution's procurement program if there is no

1    supplier diversity program) for vendors to register with
2    the program.
3        (2) Local and State certifications the institution
4    accepts or recognizes for minority-owned, women-owned, or
5    veteran-owned business status.
6        (3) On the second page, a narrative explaining the
7    results of the report and the tactics to be employed to
8    achieve the goals.
9        (4) The voluntary goals, if any, for either fiscal year
10    or calendar year 2019 in each category for the entire
11    budget of the institution (expending both public and
12    private moneys, including any fee-supported entities) and
13    the commodity codes or a description of particular goods
14    and services for the area of procurement in which the
15    institution expects most of those goals to focus on in the
16    next year. However, a private institution of higher
17    education may report the information under this
18    subdivision (3) for fiscal year or calendar year 2018
19    instead. With respect to private institutions of higher
20    education, beginning with the 2020 report, the actual
21    spending for the entire budget of the institution
22    (expending both public and private moneys, including any
23    fee-supported entities) for minority business enterprises,
24    women's business enterprises, and veteran-owned
25    businesses, expressed both in actual dollars and as a
26    percentage of the total budget of the institution. However,

1    if a private institution of higher education elects to
2    report the information under subdivision (3) of this
3    subsection (a) for fiscal year or calendar year 2018
4    instead, then the information under this subdivision (4)
5    must be reported beginning with the 2019 report.
6    Each private institution of higher education is required to
7submit a searchable Adobe PDF report to the Department on or
8before November 15, 2019 and on or before November 15 every
9year thereafter. However, if a private institution of higher
10education elects to report the information under subdivision
11(3) of this subsection (a) for fiscal year or calendar year
122018 instead, then the institution is required to submit the
13report on or before November 15, 2018 and on or before November
1415 every year thereafter.
15    (b) For each report submitted under subsection (a) of this
16Section, the Department shall publish the results on its
17Internet website for 5 years after submission. The Department
18is not responsible for collecting the reports or for the
19content of the reports.
20    (c) The Department shall hold an annual higher education
21supplier diversity workshop in February of 2018 and every
22February thereafter to discuss the reports with
23representatives of the institutions of higher education and
24vendors.
25    (d) The Department shall prepare a one-page template (not
26including the narrative section) for the voluntary supplier

2    Section 99. Effective date. This Act takes effect upon
3becoming law.".
