HOUSE RESOLUTION

 
2    WHEREAS, With 2,181 of highway miles, Illinois has the 3rd
3most mileage in the county; and
 
4    WHEREAS, Insufficient revenue to the funding mechanisms in
5place has taken a toll on the infrastructure of the State;
6currently, 20% of roads in Illinois are considered to be in
7"poor" condition and 31% are over 50 years old; it is estimated
8that by the year 2020, 40% of the roads will be in poor
9condition, as well as 20% of bridges; and
 
10    WHEREAS, On February 12, 2018, President Trump revealed the
11federal infrastructure plan, "Building America's
12Infrastructure"; the overarching theme of this plan is minimal
13federal support; and
 
14    WHEREAS, The federal plan assumes $1.5 trillion of
15potential investment in the country's infrastructure systems
16with only $200 billion of federal support; this would keep the
17states and local units of government on the hook for $1.3
18trillion of investment; and
 
19    WHEREAS, Pushing 86.7% of the burden of funding the rapidly
20deteriorating infrastructure system onto Illinois and the
21communities within its borders will not benefit this State;

1therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
4urge the members of the U.S. Congress not to enact President
5Trump's infrastructure plan and to work to develop a plan that
6provides equitable assistance to state and local units of
7government for infrastructure funding; and be it further
 
8    RESOLVED, That we will also work to develop a system to
9revamp the funding mechanisms for our crumbling
10infrastructure.
