SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new
ILCON Art. IV, Sec. 6
ILCON Art. V, Sec. 2

    Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative, or a combination of those offices, for terms totaling more than 10 years. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate to a total of 8 years in any one office and 10 years combined in 2 or more offices. Provides that service in the General Assembly before the second Wednesday in January of 2019 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to any Executive Branch office, or any combination of Executive Branch offices, for terms totaling more than 8 years; service before the second Monday in January of 2019 shall not be considered in the calculation of a person's service. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 6 of Article IV
9and Section 2 of Article V, and to add Section 2.5 to Article
10IV of the Illinois Constitution as follows:

THE LEGISLATURE

13    (ILCON Art. IV, Sec. 2.5 new)
14SECTION 2.5. TERM LIMITS
15    A person may not be elected to the office of State Senator
16or State Representative, or a combination of those offices, for
17terms totaling more than 10 years. Service before the second
18Wednesday in January of 2019 shall not be considered in the
19calculation of a person's service.

21SECTION 6. ORGANIZATION
22    (a) A majority of the members elected to each house

1constitutes a quorum.
2    (b) On the first day of the January session of the General
3Assembly in odd-numbered years, the Secretary of State shall
4convene the House of Representatives to elect from its
5membership a Speaker of the House of Representatives as
6presiding officer, and the Governor shall convene the Senate to
7elect from its membership a President of the Senate as
8presiding officer. A person may serve no more than a total of 8
9years in any one of the following offices and no more than a
10combined total of 10 years in any 2 or more of the following
11offices: Speaker of the House of Representatives, President of
12the Senate, Minority Leader of the House of Representatives, or
13Minority Leader of the Senate; provided that service before the
14second Wednesday in January of 2019 shall not be considered in
15the calculation of a person's service.
16    (c) For purposes of powers of appointment conferred by this
17Constitution, the Minority Leader of either house is a member
18of the numerically strongest political party other than the
19party to which the Speaker or the President belongs, as the
20case may be.
21    (d) Each house shall determine the rules of its
22proceedings, judge the elections, returns and qualifications
23of its members and choose its officers. No member shall be
24expelled by either house, except by a vote of two-thirds of the
25members elected to that house. A member may be expelled only
26once for the same offense. Each house may punish by

1imprisonment any person, not a member, guilty of disrespect to
2the house by disorderly or contemptuous behavior in its
3presence. Imprisonment shall not extend beyond twenty-four
4hours at one time unless the person persists in disorderly or
5contemptuous behavior.

THE EXECUTIVE

9    (ILCON Art. V, Sec. 2)
10SECTION 2. TERMS
11    These elected officers of the Executive Branch shall hold
12office for four years beginning on the second Monday of January
13after their election and, except in the case of the Lieutenant
14Governor, until their successors are qualified. They shall be
15elected at the general election in 1978 and every four years
16thereafter. A person may not be elected to any Executive Branch
17office, or any combination of Executive Branch offices, for
18terms totaling more than 8 years. Service before the second
19Monday in January of 2019 shall not be considered in the
20calculation of a person's service.
