HOUSE JOINT RESOLUTION

 
2    WHEREAS, The State of Illinois and its operating units are
3currently experiencing a fiscal situation that is demanding the
4close attention of the people; and
 
5    WHEREAS, The State of Illinois and its operating units are
6constantly incurring millions of dollars of expenses every day
7just to continue to operate, with much of these operating
8expense being piled up into what is now a backlog of more than
9$14 billion in unpaid State bills; and
 
10    WHEREAS, One element of these overall operating costs, and
11of the State's unpaid bill backlog, are the moneys paid by the
12State and its taxpayers to rent or lease parcels of real
13property; and
 
14    WHEREAS, Serious questions have arisen as to the
15interrelationship between of some of the lease agreements
16entered into by the State in recent months, the actual market
17values of the properties being leased, the lease payments that
18would be paid if these properties were leased in an arms-length
19transaction between independent parties, and the overall
20fiscal situation of the State; and
 
21    WHEREAS, The Legislative Audit Commission is currently

1supervising an audit being performed by the Auditor General of
2the Department of Human Services; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
5CONCURRING HEREIN, that we call upon the State of Illinois and
6its operating units, including, but not limited to, the
7Department of Central Management Services, to immediately
8suspend the drafting, negotiation, perfection, and signing of
9any lease on any parcel of real property, and that this
10suspension is to continue until the conclusion of the audit of
11the Department of Human Services currently being conducted
12under the supervision of the Legislative Audit Commission; and
13be it further
 
14    RESOLVED, That the conclusion of this audit shall not be
15deemed to have taken place until the Legislative Audit
16Commission has reported on the findings of this audit to the
17General Assembly, and the General Assembly has been accorded
18adequate time on its legislative calendar to take any actions
19that may be reasonably deemed necessary or desirable to
20implement any recommendations made by the audit and to remedy
21any problems or dysfunctions uncovered by the audit; and be it
22further
 
23    RESOLVED, That suitable copies of this resolution shall be

1presented to Governor Bruce Rauner, Michael Hoffman, the Acting
2Director of Central Management Services, and Jane Stricklin,
3the Executive Director of the Legislative Audit Commission.
