SYNOPSIS AS INTRODUCED:

    Amends the Animal Welfare Act. Provides that an animal shelter that creates or has an existing program where veterans of the United States Armed Forces may adopt an animal at a discounted rate or at no charge, the Department of Agriculture shall charge a discounted fee for licensing or renewal for that animal shelter.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Animal Welfare Act is amended by changing
5Sections 5 and 7 as follows:
 
6    (225 ILCS 605/5)  (from Ch. 8, par. 305)
7    Sec. 5. Original licenses. Applications by individuals for
8original licenses shall be made to the Department, shall be in
9writing on forms prescribed by the Department and shall be
10accompanied by the required fee, which shall not be returnable.
11An animal shelter that creates or has an existing program where
12veterans of the United States Armed Forces may adopt an animal
13at a discounted rate or at no charge, the Department shall
14charge a discounted fee required for licensing under this
15Section for that animal shelter. Any such application shall
16require such information as in the judgment of the Department
17will enable the Department to pass on the qualifications of the
18applicant for a license. It shall include, but need not be
19limited to information concerning age, citizenship, present
20residence, location of the business licensed under this Act,
21including the location of all foster homes, description of
22facilities to be used, present and previous business
23connections and experience, bank and professional references,

1whether any license of the applicant under this Act or any
2federal, state, county or local law, ordinance or regulation,
3relating to dealing in or handling dogs or cats, ever was
4suspended or revoked and whether the applicant ever has been
5convicted of a felony. Such felony conviction may be taken into
6consideration by the Department in determining qualifications
7for licensing but shall not operate as a bar to licensing.

10    Sec. 7. Renewal of licenses. Applications for renewal
11licenses shall be made to the Department, shall be in writing
12on forms prescribed by the Department, shall contain such
13information as will enable the Department to determine if the
14applicant is qualified to continue to hold a license and shall
15be accompanied by the required fee, which shall not be
16returnable. An animal shelter that creates or has an existing
17program where veterans of the United States Armed Forces may
18adopt an animal at a discounted rate or at no charge, the
19Department shall charge a discounted fee required for renewal
20under this Section for that animal shelter.
