Amends the Criminal Code of 2012. In the definition of "community policing volunteer", includes a person actively participating in a positive loitering program and who is engaged in lawful conduct intended to assist any unit of government in enforcing any criminal or civil law. Provides that "positive loitering program" means a sanctioned event by a law enforcement agency to promote community policing and positive loitering within communities, including, but not limited to, a positive loitering program held in conjunction with the Chicago Alternative Policing Strategy.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Criminal Code of 2012 is amended by changing |
5 | | Section 2-3.5 as follows:
|
6 | | (720 ILCS 5/2-3.5)

7 | | Sec. 2-3.5.
"Community policing volunteer" means a person |
8 | | who is summoned
or directed by a peace officer or any person |
9 | | actively participating in a
community policing program , |
10 | | including a positive loitering program, and who is engaged in |
11 | | lawful conduct intended to
assist any unit of government in |
12 | | enforcing any criminal or civil law. For the
purpose of this |
13 | | Section, "community policing program" means any plan, system or
|
14 | | strategy established by and conducted under the auspices of a |
15 | | law enforcement
agency in which citizens participate with and |
16 | | are guided by the law enforcement
agency and work with members |
17 | | of that agency to reduce or prevent crime within a
defined |
18 | | geographic area. In this Section, "positive loitering program" |
19 | | means a sanctioned event by a law enforcement agency to promote |
20 | | community policing and positive loitering within communities, |
21 | | including, but not limited to, a positive loitering program |
22 | | held in conjunction with the Chicago Alternative Policing |
23 | | Strategy.
