SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.28

    Amends the Board of Higher Education Act. In the provision governing the graduation incentive grant program, removes the requirement that the Board of Higher Education annually submit to the Governor and the General Assembly a budgetary recommendation for the grants and the requirement that the Board notify applicants that the award of grants is contingent upon the availability of appropriated funds.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5changing Section 9.28 as follows:
 
6    (110 ILCS 205/9.28)
7    Sec. 9.28. Graduation incentive grant program.
8    (a) The graduation incentive grant program is hereby
9created. The program shall be implemented and administered by
10the Board of Higher Education to provide grant incentives to
11public universities that offer their undergraduate students
12contracts under which the university commits itself to provide
13the courses, programs, and support services necessary to enable
14the contracting students to graduate within 4 years. Grants
15shall be awarded from appropriations made to the Board of
16Higher Education for purposes of this Section.
17    (b) To be eligible for grant consideration, a public
18university shall annually file a report with the Board of
19Higher Education detailing its 4-year graduation contract
20program. The report shall include, at a minimum, the following
21information: the number of undergraduate students
22participating in the program, the requirements of the 4-year
23graduation contracts offered by the university, the types of

1additional support services provided by the university to the
2contracting students, and the cost of the program.
3    (c) In awarding grants to public universities under this
4Section, the Board of Higher Education may consider each
5applicant's report data, the number of institutions wishing to
6participate, and such other criteria as the Board of Higher
7Education determines to be appropriate.
8    (d) (Blank). The Board of Higher Education shall annually
9submit to the Governor and the General Assembly a budgetary
10recommendation for grants under this Section and shall notify
11applicants for grant assistance that the award of grants under
12this Section is contingent upon the availability of
13appropriated funds.
14    (e) The Board of Higher Education may adopt such rules as
15it deems necessary for administration of the grant program
16created by this Section.
