1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Behavioral Health Workforce Education Center Task Force Act.
 
6    Section 5. Behavioral Health Workforce Education Center
7Task Force.
8    (a) The Behavioral Health Education Center Task Force is
9created.
10    (b) The Task Force shall be composed of the following
11members:
12        (1) the Executive Director of the Board of Higher
13    Education, or his or her designee;
14        (2) a representative of Southern Illinois University
15    at Carbondale, appointed by the chancellor of Southern
16    Illinois University at Carbondale;
17        (3) a representative of Southern Illinois University
18    at Edwardsville, appointed by the chancellor of Southern
19    Illinois University at Edwardsville;
20        (4) a representative of Southern Illinois University
21    School of Medicine, appointed by the President of Southern
22    Illinois University;
23        (5) a representative of the University of Illinois at

1    Urbana-Champaign, appointed by the chancellor of the
2    University of Illinois at Urbana-Champaign:
3        (6) a representative of the University of Illinois at
4    Chicago, appointed by the chancellor of the University of
5    Illinois at Chicago;
6        (7) a representative of the University of Illinois at
7    Springfield, appointed by the chancellor of the University
8    of Illinois at Springfield;
9        (8) a representative of the University of Illinois
10    School of Medicine, appointed by the President of the
11    University of Illinois;
12        (9) a representative of the University of Illinois at
13    Chicago Hospital & Health Sciences System (UI Health),
14    appointed by the Vice Chancellor for Health Affairs of the
15    University of Illinois at Chicago;
16        (10) a representative of the Division of Mental Health
17    of the Department of Human Services, appointed by the
18    Secretary of Human Services;
19        (11) 2 representatives of a statewide organization
20    representing community behavioral healthcare, appointed by
21    the President of Southern Illinois University from
22    nominations made by the statewide organization; and
23        (12) one representative from a hospital located in a
24    municipality with more than 1,000,000 inhabitants that
25    principally provides services to children.
26    (c) The Task Force shall meet to organize and select a

1chairperson from the non-governmental members of the Task Force
2upon appointment of a majority of the members. The chairperson
3shall be elected by a majority vote of the members of the Task
4Force.
5    (d) The Task Force may consult with any persons or entities
6it deems necessary to carry out its purposes.
7    (e) The members of the Task Force shall receive no
8compensation for serving as members of the Task Force.
9    (f) The Task Force shall study the concepts presented in
10House Bill 5111, as introduced, of the 100th General Assembly.
11Additionally, the Task Force shall consider the fiscal means by
12which the General Assembly might most effectively fund
13implementation of the concepts presented in House Bill 5111, as
14introduced, of the 100th General Assembly.
15    (g) The Task Force shall submit its findings and
16recommendations to the General Assembly on or before September
1728th, 2018. The report to the General Assembly shall be filed
18with the Clerk of the House of Representatives and the
19Secretary of the Senate in electronic form only, in the manner
20that the Clerk and the Secretary shall direct.
21    (h) The Board of Higher Education shall provide technical
22support and administrative assistance and support to the Task
23Force and shall be responsible for administering its operations
24and ensuring that the requirements of this Act are met.
 
25    Section 99. Effective date. This Act takes effect upon
26becoming law.
