SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/4-8a new

    Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that no person shall knowingly use or accept cash assistance benefits provided under the Temporary Assistance for Needy Families Program for the purchase or sale of certain services or products, including alcoholic beverages, lottery tickets, firearms or firearms ammunition, admission to any performance, gambling games, and rental goods.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 4-8a as follows:
 
6    (305 ILCS 5/4-8a new)
7    Sec. 4-8a. Prohibited services or products for purchase
8using cash assistance benefits. No person shall knowingly use
9or accept cash assistance benefits provided under this Article
10for the purchase or sale of any of the following services or
11products:
12        (1) Alcoholic beverages.
13        (2) Lottery tickets.
14        (3) Tobacco products. As used in this Section, "tobacco
15    products" means cigarettes, cigars, smokeless tobacco, or
16    tobacco in any of its forms.
17        (4) Any visual material intended to create or simulate
18    sexual conduct or sexual excitement. As used in this
19    Section, the terms "sexual conduct" and "sexual
20    excitement" have the meanings ascribed to those terms in
21    Section 11-21 of the Criminal Code of 2012.
22        (5) Firearms or firearms ammunition. As used in this
23    Section, the terms "firearm" and "firearm ammunition" have

1    the meanings ascribed to those terms in Section 31A-0.1 of
2    the Criminal Code of 2012.
3        (6) Admission to any performance.
4        (7) Cosmetics.
5        (8) Professional services, excluding medical care.
6        (9) Travel services.
7        (10) Other services, excluding childcare services or
8    memberships provided by health clubs.
9        (11) Tattoos or other body art or piercings.
10        (12) Jewelry.
11        (13) Rental of goods.
12        (14) The payment of taxes, fees, or penalties,
13    including restitution or bail ordered by a court.
14        (15) Gambling games. As used in this Section, the term
15    "gambling games" has the meaning ascribed to that term in
16    the Riverboat Gambling Act.
