SYNOPSIS AS INTRODUCED:
 
60 ILCS 1/80-10

    Amends the Township Code. In provisions concerning meetings for examining and auditing the township and road district accounts, declaring a vacancy, or for adopting rules, provides that a township board may hold a special meeting for those purposes (rather than the board may meet at other times as they determine). Limits the calling of specified meetings upon the request of the supervisor or any 2 board members to meetings for the sole purpose of compliance with the requirement to examine and audit township and road district accounts. Provides for notice requirements for board members and that public notice of the meeting shall be provided in the same manner as special meetings of the board. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by changing Section
580-10 as follows:
 
6    (60 ILCS 1/80-10)
7    Sec. 80-10. Board meetings; township and road district
8accounts.
9    (a) The township board shall meet at the township clerk's
10office for the purpose of examining and auditing the township
11and road district accounts before any bills (other than general
12assistance, obligations for Social Security taxes as required
13by the Social Security Enabling Act, and wages that are subject
14to the Illinois Wage Payment and Collection Act, or other
15expenses determined by the township board by resolution) are
16paid, provided that payments made pursuant to a board
17resolution shall be reviewed and verified at the next meeting.
18The board may hold a special meeting for the sole purpose of
19compliance with this subsection and subsections (b), (c), and
20(d) meet at other times as they determine. The township board
21may consider and approve bills individually or in a summary
22statement of any number of bills.
23    (b) Upon the request of the supervisor or of any 2 board

1members, the township clerk shall call a special meeting for
2the purpose of compliance with subsection (a). The special
3meeting at the time requested and shall be furnished furnish to
4the board members at least 48 hours before hours' notice of the
5meeting. Public notice of a meeting under this Section shall be
6provided under Section 35-10.
7    (c) The township board may declare a vacancy in the office
8of township supervisor or trustee if the supervisor or a
9trustee has 5 or more consecutive unexcused absences from
10regularly scheduled township board meetings.
11    (d) The township board may adopt rules not inconsistent
12with this Code to govern its meetings. The rules may provide
13for excused absences of the supervisor or trustees from
14township board meetings.
15    (e) All meetings of the township board shall be open to the
16public as provided in the Open Meetings Act.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
