1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Higher Education Student Assistance Act is
5amended by changing Sections 55 and 60 as follows:
 
6    (110 ILCS 947/55)
7    Sec. 55. Police officer or fire officer survivor grant.
8Grants shall be provided for any spouse, natural child, legally
9adopted child, or child in the legal custody of police officers
10and fire officers who are killed or who become a person with a
11permanent disability with 90% to 100% disability in the line of
12duty while employed by, or in the voluntary service of, this
13State or any local public entity in this State. Beneficiaries
14need not be Illinois residents at the time of enrollment in
15order to receive this grant. With respect to disabled police
16and fire officers, children need not to be born, legally
17adopted, or in the legal custody of the officer before the
18disability occurred in order to receive this grant.
19Beneficiaries are entitled to 8 semesters or 12 quarters of
20full payment of tuition and mandatory fees at any
21State-sponsored Illinois institution of higher learning for
22either full or part-time study, or the equivalent of 8
23semesters or 12 quarters of payment of tuition and mandatory

1fees at the rate established by the Commission for private
2institutions in the State of Illinois, provided the recipient
3is maintaining satisfactory academic progress. This benefit
4may be used for undergraduate or graduate study. The benefits
5of this Section shall be administered by and paid out of funds
6available to the Commission and shall accrue to the bona fide
7applicant without the requirement of demonstrating financial
8need to qualify for those benefits.

11    Sec. 60. Grants for dependents of Department of Corrections
12employees who are killed or who become a person with a
13permanent disability in the line of duty. Any spouse, natural
14child, legally adopted child, or child in the legal custody of
15an employee of the Department of Corrections who is assigned to
16a security position with the Department with responsibility for
17inmates of any correctional institution under the jurisdiction
18of the Department and who is killed or who becomes a person
19with a permanent disability with 90% to 100% disability in the
20line of duty is entitled to 8 semesters or 12 quarters of full
21payment of tuition and mandatory fees at any State-supported
22Illinois institution of higher learning for either full or
23part-time study, or the equivalent of 8 semesters or 12
24quarters of payment of tuition and mandatory fees at the rate
25established by the Commission for private institutions in the

1State of Illinois, provided the recipient is maintaining
