SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-45 new

    Amends the State Budget Law. Provides that for the fiscal years ending June 30, 2019, June 30, 2020, and June 30, 2021, no State funded agency, board, commission, department, university, or other entity organized within State government shall expend any funds on specified nonessential items and travel. Defines "nonessential items" and "nonessential travel". Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by adding Section 50-45 as follows:
 
6    (15 ILCS 20/50-45 new)
7    Sec. 50-45. Nonessential items and travel.
8    (a) For the fiscal years ending June 30, 2019, June 30,
92020, and June 30, 2021, no State funded agency, board,
10commission, department, university, or other entity organized
11within State government shall expend any funds on nonessential
12items to be provided to persons or legal entities. For the
13purposes of this subsection (a), "nonessential items" include,
14but are not limited to, items of tangible personal property for
15purposes of promoting or advertising the name of the State
16government entity or its programs, missions, duties, or
17functions, such as magnets, buttons, bumper stickers, ribbons,
18awards, prizes, trophies, stationary, writing implements,
19legal pad holders, book bags, or other similar items.
20    (b) For the fiscal years ending June 30, 2019, June 30,
212020, and June 30, 2021, no State funded agency, board,
22commission, department, university, or other entity organized
23within State government shall expend any funds on nonessential

1travel. For the purposes of this subsection (b), "nonessential
2travel" means travel for any member of the governing body or
3employee of a State funded agency, board, commission,
4department, university, or other State entity to attend
5seminars, conferences, or other similar events, whether
6conducted in this State or another state.
 
7    Section 99. Effective date. This Act takes effect upon
8becoming law.
