AMENDMENT TO HOUSE BILL 3166

2    AMENDMENT NO. ______. Amend House Bill 3166 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Criminal Justice Information Act
5is amended by changing Section 10.2 as follows:
 
6    (20 ILCS 3930/10.2)
7    Sec. 10.2. ICJIA Violence Prevention Fund.
8    (a) The ICJIA Violence Prevention Fund is hereby
9established as a special fund in the State Treasury into which
10funds received from private, state, or federal sources
11specifically for violence prevention may be deposited, and from
12which funds shall be appropriated to the Authority for the
13purpose of exercising the powers specified in items (1) through
14(4) of subsection (a) of Section 10.1 of this Act.
15    (b) The Fund is a continuation of the Violence Prevention
16Fund, which was created under Section 20 of the Illinois

1Violence Prevention Act and repealed by Public Act 97-1151
2(effective January 25, 2013) this amendatory Act of the 97th
3General Assembly.
4    (c) Unexpended balances transferred by Public Act 97-1151
5this amendatory Act of the 97th General Assembly may be
6expended by the Authority but only for the purpose for which
7the appropriation was originally made.
8    (d) In addition to the appropriation of funds for the
9purpose of exercising the powers specified in items (1) through
10(4) of subsection (a) of Section 10.1 of this Act, the ICJIA
11Violence Prevention Fund shall, at a minimum, fund the
12following programs at sufficient levels:
13        (1) Street-level violence prevention programs,
14    including CeaseFire and other similar programs, that are
15    established to anticipate where violence may occur and
16    enable and support community interventions before such
17    violence occurs.
18        (2) Summer jobs programs: a program shall be
19    established, in conjunction with other State departments,
20    including the Department of Human Services and the
21    Department of Commerce and Economic Opportunity, which
22    provides funding for summer job programs that specifically
23    target at-risk youth.
24        (3) Afterschool programs: a program shall be
25    established, in conjunction with other State departments,
26    including the Department of Human Services, which provides

1    funding for afterschool programs that specifically target
2    at-risk youth.
3        (4) School and community-based case management and
4    counseling services that provide school-based early
5    intervention and trauma-informed counseling services for
6    students.
7        (5) Transition programs for formerly incarcerated
8    people that provide reentry services for youth and young
9    adults returning to the community from youth and adult
10    correctional facilities.
11    (e) Funds shall be transferred from the General Revenue
12Fund to the ICJIA Violence Prevention Fund at sufficient levels
13to fund the programs specified under subsection (d) of this
14Section.
