AMENDMENT TO HOUSE BILL 2828

2    AMENDMENT NO. ______. Amend House Bill 2828 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Park and Recreational Facility
5Construction Act of 2009 is amended by changing Section 10-20
6as follows:
 
7    (30 ILCS 764/10-20)
8    Sec. 10-20. Priorities for projects. In considering
9applications for grants under this Act, the Department shall
10give priority to projects that will provide the greatest
11benefit to the residents of the State, based upon criteria
12established by the Department in rules promulgated pursuant to
13this Act which reflect the useful life of existing facilities
14and improvements, address public health and safety needs,
15correct accessibility deficiencies, and reflect outdoor
16recreation needs and priorities, including handicap-accessible

1playground equipment, such as ramped, ground-level play
2features, accessible swings, wheelchair accessible tables,
3adjustable equipment, universally accessible swings, and
4transfer platforms, identified through the Department's
5Statewide Comprehensive Outdoor Recreation Plan (SCORP)
6Program. The Department shall prioritize projects that create
7parks universally designed to meet everyone's needs, ages, and
8mobility and where all equipment, and the park itself, is
9handicap-accessible over projects that would create parks
10where only some equipment, or only the park itself, is
11handicap-accessible.

13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
