1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Park and Recreational Facility Construction
5Act of 2009 is amended by changing Section 10-20 as follows:
 
6    (30 ILCS 764/10-20)
7    Sec. 10-20. Priorities for projects. In considering
8applications for grants under this Act, the Department shall
9give priority to projects that will provide the greatest
10benefit to the residents of the State, based upon criteria
11established by the Department in rules promulgated pursuant to
12this Act which reflect the useful life of existing facilities
13and improvements, address public health and safety needs,
14correct accessibility deficiencies, and reflect outdoor
15recreation needs and priorities, including handicap-accessible
16playground equipment, such as ramped, ground-level play
17features, accessible swings, wheelchair accessible tables,
18adjustable equipment, universally accessible swings, and
19transfer platforms, identified through the Department's
20Statewide Comprehensive Outdoor Recreation Plan (SCORP)
21Program. The Department shall prioritize projects that create
22parks universally designed to meet everyone's needs, ages, and
23mobility and where all equipment, and the park itself, is

1handicap-accessible over projects that would create parks
2where only some equipment, or only the park itself, is
3handicap-accessible.
