2 | | AMENDMENT NO. ______. Amend House Bill 1469, AS AMENDED, |
3 | | with reference to page and line numbers of House Amendment No. |
4 | | 1, on page 2, by inserting immediately below line 21 the |
5 | | following: |
6 | | " (1.1 Qualified retired law enforcement officers as |
7 | | defined in the federal Law Enforcement Officers Safety Act |
8 | | of 2004. "; and |
9 | | on page 3, by inserting immediately below line 17 the |
10 | | following: |
11 | | " (9) Any non-resident who transports, within 24 hours, |
12 | | a
weapon for any lawful purpose from any place where he or
|
13 | | she may lawfully possess and carry that weapon to any other
|
14 | | place where he or she may lawfully possess and carry that
|
15 | | weapon if, during the transportation the weapon is
|
16 | | unloaded, and neither the weapon nor any ammunition being
|
17 | | transported is readily accessible or is directly
|

1 | | accessible from the passenger compartment of the
|
2 | | transporting vehicle. Provided that, in the case of a
|
3 | | vehicle without a compartment separate from the driver's
|
4 | | compartment the weapon or ammunition shall be contained in
|
5 | | a locked container other than the glove compartment or |
6 | | console. "; and |
7 | | on page 4, by inserting immediately below line 13 the |
8 | | following: |
9 | | " (1.1 Qualified retired law enforcement officers as |
10 | | defined in the federal Law Enforcement Officers Safety Act |
11 | | of 2004. "; and |
12 | | on page 4, by inserting immediately below line 19 the |
13 | | following: |
14 | | " (3.1) Retired corrections officers. As used in this |
15 | | paragraph (3.1), "retired corrections officer" means any |
16 | | former sworn officer of the Department of Corrections, |
17 | | Department of Juvenile Justice, or sheriff who was |
18 | | primarily responsible for the control and custody of |
19 | | offenders, detainees, or inmates and who had not been |
20 | | discharged from employment as a corrections officer for |
21 | | misconduct. "; and |
22 | | on page 4, by inserting immediately below line 22 the |
23 | | following: |

1 | | " (4.1) Retired members of the Armed Services or |
2 | | Reserved Forces of the United States or the Illinois |
3 | | National Guard who have not been dishonorably discharged. |
4 | | (4.2) Fire fighters employed by the Office of State |
5 | | Fire Marshal, fire departments, and fire protection
|
6 | | districts and voluntary fire fighters. As used in this |
7 | | paragraph (4.2) "fire fighter" means any person engaged in |
8 | | fire administration, fire prevention, fire suppression, |
9 | | fire education, and arson investigation, including any |
10 | | permanently employed, trainee or volunteer fire fighter, |
11 | | whether or not that person, trainee, or volunteer is |
12 | | compensated for all or any fraction of his or her time. |
13 | | (4.3) Paramedics. As used in this paragraph (4.3), |
14 | | "paramedic" means an Emergency Medical |
15 | | Technician-Paramedic certified by
the Illinois Department |
16 | | of Public Health under the Emergency Medical
Services (EMS) |
17 | | Systems Act, and all other emergency medical personnel
|
18 | | certified by the Illinois Department of Public Health who |
19 | | are members of an
organized body or not-for-profit |
20 | | corporation under the jurisdiction of
a city, village, |
21 | | incorporated town, fire protection district, or county, |
22 | | that
provides emergency medical treatment to persons of a |
23 | | defined geographical area. |
24 | | (4.4) Any person deemed by a law enforcement agency or |
25 | | a licensed security guard to be in need of body armor. "; |

1 | | on page 5, immediately below line 7, by inserting the |
2 | | following:

3 | | " (9) Sale or possession of a backpack that has been |
4 | | manufactured or designed to include Kevlar or any other |
5 | | similar material or metal, fiberglass, plastic, or nylon |
6 | | plates with the intended purpose of stopping not only |
7 | | missile fragmentation from mines, grenades, mortar shells, |
8 | | and artillery fire but also fire from rifles, machine guns, |
9 | | and small arms; or a removable backpack insert made of |
10 | | Kevlar or any other similar material or metal, fiberglass, |
11 | | plastic, or nylon plates with the intended purpose of |
12 | | stopping not only missile fragmentation from mines, |
13 | | grenades, mortar shells, and artillery fire but also fire |
14 | | from rifles, machine guns, and small arms that have been |
15 | | manufactured or designed to be included in a backpack. |
16 | | (10) Any non-resident who transports, within 24 hours, |
17 | | body armor for any lawful purpose from any place where he |
18 | | or
she may lawfully possess and carry that body armor to |
19 | | any other
place where he or she may lawfully possess and |
20 | | carry that
body armor if, during the transportation the |
21 | | body armor is
not readily accessible or directly
accessible |
22 | | from the passenger compartment of the
transporting |
23 | | vehicle. ".
