HOUSING AFFORDABILITY IMPACT NOTE SUPPLIED
A Housing Affordability Impact Note has been supplied for SENATE
BILL 23, as amended.
RESOLUTION
The following resolution was offered and placed in the Committee
on Rules.
HOUSE RESOLUTION 377
Offered by Representative Granberg:
WHEREAS, Methyl tertiary butyl ether (MTBE) is a gasoline
additive that increases the oxygen content of gasoline, making the
fuel burn more cleanly and reducing smog; recently the additive has
raised many health concerns; and
WHEREAS, Leaking gasoline storage tanks and pipelines have
caused MTBE to seep into drinking water supplies in dozens of states
where the chemical is used, giving the water a turpentine-like taste
and smell; and
WHEREAS, MTBE was hailed as the savior of the federal Clean Air
Act in the early 1990s; now the chemical is under scrutiny as it may
pose a health hazard and has been listed as a possible carcinogen;
and

WHEREAS, Included in the list of alternatives to MTBE is
corn-based ethanol; Illinois' ethanol industry supports over 50,000
jobs in the corn farming and ethanol processing sector, with major
facilities in Peoria, Decatur, and elsewhere in the State, making
ethanol readily available within Illinois; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we respectfully
request that the Pollution Control Board, in cooperation with the
Illinois Environmental Protection Agency, adopt rules to ban the use
of MTBE as a gasoline additive in Illinois; and be it further
RESOLVED, That a suitable copy of this resolution be delivered to
the Director of the Illinois Environmental Protection Agency and the
Chairman of the Pollution Control Board.

The motion prevailed.
