RESOLUTION The following resolutions were offered and placed in the Committee on Rules. HOUSE RESOLUTION 118 Offered by Representative Tim Johnson: WHEREAS, Self-service gas stations have proliferated in this country and in this State because they offer consumers an opportunity to purchase gasoline at lower prices; and WHEREAS, A driver who buys gasoline at a self-service pump must have a certain amount of mobility and dexterity to operate the pump and dispense gasoline into a vehicle; and WHEREAS, Many disabled persons and senior citizens are fully capable of driving a vehicle but may lack the mobility or dexterity to comfortably use a self-service gas pump; and WHEREAS, Disabled persons and senior citizens ought to have the same opportunity to purchase gasoline at self-service pumps as other persons; and
HOUSE OF REPRESENTATIVES 603 WHEREAS, This State should make an effort to increase the ease with which disabled persons and senior citizens are able to take advantage of opportunities to purchase gasoline at self-service pumps; and WHEREAS, Resolution of this issue by mutual agreement of the petroleum industry and disabled persons and senior citizens is desirable to ensure that the interests of all the citizens of this State are protected; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that that the General Assembly requests the Department of Human Services, in its capacity as successor to the Department of Rehabilitation Services, to coordinate meetings between representatives of petroleum marketers and distributors doing business in this State and representatives of groups representing disabled persons and senior citizens to develop a comprehensive plan for providing for the dispensing of gasoline into vehicles driven by disabled persons and senior citizens at self-service gas stations and for otherwise ensuring that disabled persons and senior citizens have an adequate opportunity to purchase gasoline at self-service gas stations; and be it further RESOLVED, That the General Assembly requests that these representatives report their plan to the Department of Human Services, and that the Department report the plan to the General Assembly by August 31, 1999; and be it further RESOLVED, That a copy of this resolution be transmitted to the Director of Human Services. HOUSE JOINT RESOLUTION 14 Offered by Representative Garrett: WHEREAS, The State of Illinois has seen tremendous population growth in many parts of the State; and WHEREAS, A result of this growth has been increased traffic congestion; and WHEREAS, The timing and synchronization of traffic lights directly effects the traffic congestion problems in these areas; and WHEREAS, Traffic congestion and drive times can be significantly reduced if proper traffic light synchronization is achieved; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the Department of Transportation is directed to conduct a two-year study on traffic light synchronization within the high traffic areas of the State; and be it further RESOLVED, That the Department of Transportation is directed to report to the General Assembly by January 1, 2002 with recommendations on which areas are in need of traffic light synchronization, what methods can be used to achieve synchronization, and cost estimates related to implementing these recommendations; and be it further RESOLVED, That a suitable copy of this resolution be presented to the Secretary of Transportation.
