MESSAGES FROM THE SENATE
A message from the Senate by
Mr. Harry, Secretary:
Mr. Speaker -- I am directed to inform the House of
Representatives that the Senate has adopted the following Senate
Joint Resolution, in the adoption of which I am instructed to ask the
concurrence of the House of Representatives, to-wit:
SENATE JOINT RESOLUTION NO. 2
WHEREAS, It is the intent of the Illinois General Assembly,
representing the people of the Great State of Illinois, to officially
designate those portions of the original location of the Historic
Lincoln Highway, commonly following portions of US Route 30, Illinois
Route 38, and various other routes now under local jurisdiction; and
WHEREAS, This route is considered by many to be historic in the
fact that in 1912, there was a vision with an absolutely radical idea
that there should be a paved highway across this country from New
York's Time Square to Lincoln Park on the Pacific Ocean in San
Francisco as noted by the formal September 6, 1912 charter that read:
"Resolved that the Lincoln Highway now is, and henceforth shall be an
existing memorial to the immortal Abraham Lincoln"; and
WHEREAS, In 1919, Lt. Colonel Dwight D. Eisenhower accompanied a
convoy from Washington, D.C., to San Francisco, thereby forming an
image in the future President's mind of a system of cross continental
highways that eventually led to the concept of our National Defense
Highway System, commonly referred to as the Interstate Highway
System; and
WHEREAS, There are sections of the Lincoln Highway in Illinois
extending from the Illinois-Indiana border near Lynwood, Sauk Village
and Ford Heights to the Mississippi River at Fulton, Illinois;
therefore be it
RESOLVED BY THE SENATE OF THE NINETY-FIRST GENERAL ASSEMBLY OF
HOUSE OF REPRESENTATIVES 541
THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING
HEREIN, that the following route from the Illinois/Indiana border to
the Mississippi River be designated the Historic Lincoln Highway:
Beginning at Dyer, Indiana, on US 30 to East Sauk Trail, west of
the Illinois - Indiana state line. The original roadway the
Village of Sauk to South Chicago Heights at the intersection of
IL Route I or the Dixie Highway. The Lincoln Highway then
traverses along the Dixie Highway to Chicago Heights at its
intersection with US 30. The route followed US 30 to West Haven
Road, east of New Lenox. At this point, the route followed West
Haven Road to North Cedar Road, west of New Lenox, then north on
North Cedar Road to US 30. The route proceeds west on US 30
through Joliet, Plainfield to Rance Road near the Kendall - Will
County Line. The route follows Rance Road to Harvey Road back to
US 30 just south of US 34. The route remains then on US 30 to the
US 30 bypass road or Ohio Street to east Benton Street in Aurora.
The Lincoln Highway follows East Benton Street in Aurora to South
LaSalle Street, north to West Downer Street to its intersection
with IL 31 on the west side of Fox River. The Lincoln Highway
then follows IL 31 through north Aurora, Batavia to IL 38 in
Geneva. The Lincoln Highway follows IL 38 in Geneva to Kaneville
Road in Geneva to Keslinger Road, west of Geneva. The roadway
follows Keslinger Road (County Highway 41) to Schrader Road
southeast of Maple Park. The Lincoln Highway traverses on
Schrader Road to IL 38 just southeast of Maple Park. Lincoln
Highway then follows IL 38 to DeKalb, Malta, East Street, the
Lincoln Highway turns south and follows East Street to Cederholm
to Main Street, south to North Street, west to Southwest Street,
north to South Beck, back to IL 38. The road then follows IL 38
to Lincoln Street in Rochelle. The road follows Lincoln Street to
Lincoln Avenue (IL 38) in Rochelle. The route proceeds west on IL
38 to Ashton at its intersection with Brown Street, south on
Brown Street in Ashton to Main Street west on Main Street, to
South Richardson Road, south on South Richardson Road to Track
Road, Track Road back to IL 38 west of Ashton. The route then
follows IL 38 to South Elm Street in Franklin Grove, south on
South Elm Street to West Lahman, west on Lahman to Franklin Road,
south on Franklin Road to Gap Road, back to IL 38, west on IL 38
through Dixon to its intersection with US 52, north on US 52
(Galena Avenue) to Everett Street (IL 2), west on IL 2 to Palmyra
Road at the west edge of Dixon. The Lincoln Highway then follows
Palmyra Road through Gap Grove, Prairieville back to IL 2 just
west of Whiteside - Lee County Line. The Lincoln Highway follows
IL 2 through Sterling on East 4th Street to 10th Avenue, at 10th
Avenue the Lincoln Highway goes south to East 3rd Street then
Second Avenue. The route goes north on Second Avenue to 4th
Street, then Lincoln Highway follows 4th Street in Sterling
westerly to its intersection with Emerson Road. At Emerson the
Lincoln Highway traverses through Emerson back to US 30 just west
of Agnew. The Lincoln Highway then follows US 30 through Morrison
to its intersection with IL 136 just east of Fulton. At Fulton
the Lincoln Highway follows IL 136 to the 16th Avenue
intersection with IL 136. Lincoln Highway follows 16th Avenue to
its intersection with 15th Avenue and the route follows 15th
Avenue to its intersection with 4th Street, north on 4th Street
to 10th Avenue west on 10th Avenue to Second Street, north on
Second Street to its intersection with 9th Avenue to the crossing
of the Mississippi River on the Lyons - Fulton Bridge to Iowa;
and be it further
RESOLVED, That the Illinois Department of Transportation and
local agencies in their respective jurisdictions along the Historic

Lincoln Highway be requested to erect appropriate signs marking the
route, consistent with State and federal regulations; and be it
further
RESOLVED, That a suitable copy of this resolution be presented to
the Illinois Secretary of Transportation.

HOUSE RESOLUTION 109

Offered by Representative Bassi:
WHEREAS, Jennifer Pinta, an esteemed resident of Rolling Meadows,
Illinois, and a student at Rolling Meadows High School, has achieved
national recognition for exemplary volunteer service by receiving a
1999 Prudential Spirit of Community Award; and
WHEREAS, This prestigious award, presented by the Prudential
Insurance Company of America in partnership with the National
Association of Secondary School Principals, honors young volunteers
across America who have demonstrated an extraordinary commitment to
serving their communities; and
WHEREAS, Ms. Pinta earned this award by giving generously of her
time and energy to coordinating "Serve Our Seniors (S.O.S.)", a
volunteer program that matches senior citizens with high school
students who assist with daily chores and errands; and
WHEREAS, The success of the State of Illinois, the strength of
our communities, and the overall vitality of American society depend,
in great measure, upon the dedication of young people like Ms. Pinta
who use their considerable talents and resources to serve others;
therefore, be it

HOUSE RESOLUTION 110
Offered by Representatives Scully and Giglio:
WHEREAS, The members of the Illinois House of Representatives
wish to express their sincere condolences to the family and friends
of Annie Mae Tobias, who recently passed away; and
WHEREAS, Annie Mae Tobias was born in Liberty, Mississippi on
October 17, 1917; and
WHEREAS, Mrs. Tobias was the mother of 11 children and 56
grandchildren; she was active in her community and was a member of
the NAACP; Mrs. Tobias also served as a Head Start Administrator for
the South; and
WHEREAS, Our sincere condolences go to all that knew and loved
Annie Mae Tobias; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with
her family and friends, the death of Annie Mae Tobias of Liberty,

HOUSE RESOLUTION 111
Offered by Representative Wojcik:
WHEREAS, The members of this Body are happy to recognize
individuals who have made outstanding contributions to the well-being
of the citizens of this State; and
WHEREAS, Lee Cook has announced his retirement as Principal of
the Aldrin School after almost 29 years of faithful service; and
WHEREAS, He started his teaching career in District #54 for the
1964-1965 school year; he was at Dooley School as a sixth grade

teacher, Frost Junior High School as a guidance counselor, and then
he was a fourth grade teacher at Hale School; and
WHEREAS, Aldrin School opened in the fall of 1970; at that time
there was no school building and Aldrin School operated on a
split-shift until the construction was completed; the school has
grown and 10 classrooms were added; and
WHEREAS, Mr. Cook is the father of a son, Chris, and a daughter,
Kelly; and
WHEREAS, He has earned the respect and admiration of all who have
come to know him; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Lee
Cook as he retires as Principal of Aldrin School and wish him the

HOUSE RESOLUTION 112
Offered by Representative Flowers:
WHEREAS, On March 5 through the 7, 1999, V103's Expo for Today's
Black Woman will celebrate the aspirations and achievements of
African-American women; and
WHEREAS, Thousands of women will come together in the spirit of
sisterhood; and
WHEREAS, Panel discussions and seminars will boost self-esteem,
reaffirm ideologies, and uplift the economic, intellectual, and
spiritual well-being of African-American women; and
WHEREAS, Such issues will be addressed as "Overcoming Abusive
Relationships", "How to Improve Your Financial Health", "The Write
Stuff-Best Selling Authors", and "Self-Empowering Secrets for Sisters
on the Move"; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST

Expo for Today's Black Woman and wish all involved much luck in the

HOUSE RESOLUTION 113
Offered by Representative Stephens:
WHEREAS, The members of the Illinois House of Representatives are
pleased to recognize significant milestones in the lives of citizens
of the State; and
WHEREAS, Bill Jenner has announced his retirement from the
O'Fallon Township School Board after serving for thirty-seven years;
and
WHEREAS, Bill Jenner has attended a minimum of 444 meetings; he
has served as president of the Board for the past twenty years; and
WHEREAS, Illinois State Superintendent Glenn "Max" McGee recently
presented Bill Jenner with a distinguished service award; and
WHEREAS, Bill Jenner attended his first meeting in April of 1962;
at that time O'Fallon High School had 597 students and was on
probation by the North Central Association, awaiting accreditation;
now the school has 1,903 students and has received the United States
Department of Education's Education Excellence Award; and
WHEREAS, Bill Jenner is a former National Weather Service
meteorologist and an O'Fallon alderman; he authored the first policy
manual for the school district in 1963; he sought out an evaluation
by the U.S. Department of Education in 1987 for the board, and

encouraged an analysis of the board's policies by the State School
Board Association in 1996; and
WHEREAS, Bill Jenner encourages new curriculum and the addition
of new classes; he has implemented a program to help students with a
risk of dropping out; and
WHEREAS, Bill Jenner and his wife have three children, all with
advanced doctorates; they also have six grandchildren; he and his
wife plan on walking more around the neighborhood and spending more
time visiting their family; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Bill
Jenner on a job well done; through his dedication to education, the
students of the O'Fallon School District are better; and be it

HOUSE RESOLUTION 114

WHEREAS, The members of this Body are happy to recognize
individuals who have made outstanding contributions to the well-being
of the citizens of this State; and
WHEREAS, Edward Horan is celebrating the 80th anniversary of his
birth; and
WHEREAS, He was born on March 21, 1919 in Chicago; he married
Angie Morris on August 31, 1940; he has a daughter and son-in-law,
Kathy and Dennis Meunier, and two grandchildren, Dennis and Kelly;
and
WHEREAS, Edward Horan is a retired President of the Milkdrivers
Union Local #743; he was a milkman and became Business Agent for the
Union; and
WHEREAS, Edward Horan has earned the respect and admiration of
all who have come to know him; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
Edward Horan on his 80th birthday and wish him the best of luck in

HOUSE RESOLUTION 115
Offered by Representative Giglio:
WHEREAS, The highest award the National Council of the Boy Scouts
of America can bestow upon a Scout is that of Eagle Scout; and
WHEREAS, Christopher M. Holman of Boy Scout Troop 148, in Park
Forest, will receive the Eagle Scout Award at a Court of Honor to be
held on March 19, 1999, at the Marian Catholic High School Band Room
in Chicago Heights; and
WHEREAS, In order to qualify as an Eagle Scout, a young man must
demonstrate outstanding qualities of leadership, a willingness to be
of help to others, and superior skills in camping, lifesaving, and
first aid; and
WHEREAS, In earning this high rank, Christopher M. Holman joins
an elite and honorable fraternity of achievers that counts among its
members an extraordinary number of this nation's great leaders in
business, government, education, and other sectors of society; and
WHEREAS, The achievement of the rank of Eagle Scout reflects
favorably upon the recipient, his justly proud family, his

WHEREAS, The institution of marriage is one of the cornerstones
upon which our society is built, and a marriage that has achieved a
notable longevity is truly a model for the people of the State of
Illinois; and
WHEREAS, It has come to our attention that Mr. and Mrs. Dale E.
Quinn of Litchfield, Illinois, will celebrate the fiftieth
anniversary of their marriage; and
WHEREAS, Dale Quinn and the former Betty Randle were united in
holy matrimony on March 3, 1949, at Union Avenue Christian Church in
Litchfield; and
WHEREAS, They are the loving parents of Dennis Dale (Andrea)
Quinn, Lois Elaine (David) Ziegler, Randle Edward (Lela) Quinn,
Rebecca Jane (George) Mehochko, Timothy Patrick (fiancee Elisabeth
Dixon) Quinn, and Kelly Wayne (Janet) Quinn; and the grandparents of
Jason, Justin, Edward, Joseph, and Rebekah Quinn, and Brandon, Aaron,
and Zackariah Quinn; and
WHEREAS, The respect for marriage reaches one of its highest
plateaus when a couple such as Dale and Betty celebrate their golden
wedding anniversary; and
WHEREAS, Dale and Betty Quinn stand as examples of the best of
our society, and their love and devotion to each other and to their
family and friends serve as a reminder to all that hard work,
dedication, and love can make a difference in today's world;

HOUSE JOINT RESOLUTION 12
Offered by Representative Black:
WHEREAS, The gathering storm of an impending farm crisis has
caused the Extension Service of the University of Illinois to
reactivate its Hot Line, which was last used a decade ago, in order
to inform and aid struggling farmers; and
WHEREAS, Farmers are feeling the effects of a collapsing hog
market and falling commodity prices that are below the cost of
production; grain stocks could pile up even more and drive prices
down even further; the spectre of farm bankrupcies is again looming
large; and
WHEREAS, The food supply and the general economic health of this
country will be adversely affected by the continuing agricultural
downturn; and
WHEREAS, Our vulnerable heritage, the family farm, long on the
decline, may soon be on the verge of extinction; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that we urge Congress and the United States Department of
Agriculture to re-examine our national agricultural policy and give
due attention and action to remedy our current agricultural economic
dilemma; and be it further
RESOLVED, That suitable copies of this resolution be presented to
the Illinois Director of Agriculture, the United States Secretary of
Agriculture, and to each member of the Illinois congressional
delegation.
HOUSE JOINT RESOLUTION 13
Offered by Representative O'Brien:
WHEREAS, Unfunded mandates by the United States Congress and the
executive branch of the federal government increasingly strain
already-tight state government budgets if the states are to comply;
and
WHEREAS, To further compound this assault on state revenues,
federal district courts, with the blessing of the United States
Supreme Court, continue to order states to levy or increase taxes to
supplement their budgets to comply with federal mandates; and
WHEREAS, The court's actions are an intrusion into a legitimate
legislative debate over state spending priorities and not a response
to a constitutional directive; and
WHEREAS, The Constitution of the United States of America does
not allow, nor do the states need, judicial intervention requiring
tax levies or increases as solutions to potentially serious problems;
and
WHEREAS, This usurpation of legislative authority begins a
process that over time could threaten the fundamental concept of
separation of powers that is precious to the preservation of the form
of our government embodied by the Constitution of the United States
of America; and
WHEREAS, The states of Alabama, Alaska, Arizona, Colorado,
Delaware, Louisiana, Massachusetts, Michigan, Missouri, Nevada, New
York, Oklahoma, South Dakota, Tennessee, and Utah have petitioned the
United States Congress to propose an amendment to the Constitution of
the United States of America that reads as follows:
"Neither the Supreme Court nor any inferior court of the United
States shall have the power to instruct or order a state or political
subdivision thereof, or an official of such state or political
subdivision, to levy or increase taxes."; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
HOUSE OF REPRESENTATIVES 575
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that this legislative body respectfully requests and
petitions the Congress of the United States to propose submission to
the states for their ratification an amendment to the Constitution of
the United States of America to restrict the ability of the United
States Supreme Court or any inferior court of the United States to
mandate any state or political subdivision of the state to levy or
increase taxes; and be it further
RESOLVED, That copies of this resolution be transmitted to the
President of the United States, the Speaker of the United States
House of Representatives, the President Pro Tempore of the United
States Senate, the Secretary of the United States Senate, the Clerk
of the United States House of Representatives, and the members of the
Illinois Congressional delegation.
