HOUSE OF REPRESENTATIVES 245 RESOLUTION The following resolutions were offered and placed in the Committee on Rules. HOUSE RESOLUTION 50 Offered by Representative Stephens: WHEREAS, Since its inception in 1988, the Eddie Eagle Gun Safety Program has reached 11.6 million children through thousands of law enforcement agencies, school systems, and numerous civic groups in all 50 states, Canada, and Puerto Rico; and WHEREAS, Eddie Eagle is used to promote gun safety and gun accident prevention; the program teaches children that guns are not toys, and makes no value judgment about whether guns are good or bad; the program also promotes safe behavior with guns; and WHEREAS, Marion P. Hammer, program creator and former President of the National Rifle Association, received the National Safety Council's 1993 Citation for Outstanding Community Service award; and WHEREAS, In 1994 the National School Public Relations Association presented the program with the Golden Achievement Award; and WHEREAS, On May 5, 1994, the American Legion passed a resolution recognizing the importance of the Eddie Eagle Program, encouraging its posts and departments to introduce the gun safety program to elementary schools and law enforcement agencies; on September 1, 1995, the American Legion's National Education Award was presented to the program, commending the National Rifle Association for taking an active role in the prevention of accidents involving children and firearms; a $25,000 grant was awarded to the Eddie Eagle Program by the American Legion's Child Welfare Foundation to assist law enforcement in teaching the program's safety message; and WHEREAS, The 1996 Silver Award of Merit was given to the Eddie Eagle Program by the Youth Activities Division of the National Safety Council for the program's efforts to "promote safety & health, save lives, lessen injury and reduce economic loss"; and WHEREAS, Many states have passed resolutions recommending the use of the Eddie Eagle Program; North Carolina enacted a bill recognizing the importance of Eddie Eagle; several state governors have also sent out proclamations, declarations, and commendations to the program; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge schools throughout the State to begin using and presenting the Eddie Eagle Gun Safety Program; and be it further RESOLVED, That suitable copies of this resolution be presented to the Illinois Department of Education and the National Rifle Association. HOUSE RESOLUTION 51 Offered by Representative Mautino: WHEREAS, The Private Sewage Disposal Licensing Act was enacted in 1973 "to protect, promote and preserve the public health, safety and general welfare by providing for licensing of private sewage disposal contractors and the establishment and enforcement of a minimum code of standards for design, construction, materials, operation and maintenance of private sewage disposal systems, for the transportation and disposal of wastes therefrom, and for private sewage disposal servicing equipment"; and WHEREAS, Innovations in technology for the development and use of onsite wastewater systems have changed since 1973; and
246 JOURNAL OF THE [February 9, 1999] WHEREAS, The State of Illinois has experienced substantial population growth and expansion into rural areas, dramatically increasing the number of onsite wastewater systems in use in those areas; and WHEREAS, Rural population growth has created a need for more professional and innovative solutions to onsite wastewater problems in the State; and WHEREAS, Both the State and federal government lack sufficient funding to properly inspect, test, and develop onsite wastewater systems in a manner that protects and promotes the public health, safety, and general welfare of the people of the State of Illinois; therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Commission created in House Resolution 500 of the Ninetieth General Assembly shall continue to meet at the call of the chairperson, shall hold public hearings, shall receive the assistance of legislative staff, and shall report its findings and recommendations concerning the Private Sewage Disposal Licensing Act to the House by filing copies of its report with the Clerk of the House on or before January 2, 2001; and that upon filing its report the Commission is dissolved. HOUSE JOINT RESOLUTION 5 Offered by Representative Cross: WHEREAS, In the year 2001, the Detection of Deception Examiners Act, the statute which governs the licensing and regulation of polygraph examiners, sunsets and must be renewed; and WHEREAS, This Act requires extensive minimum levels of training and experience for licensure of detection of deception examiners, as well as compliance with administrative rules, enforced by the Department of Professional Regulation; and WHEREAS, The practice of detection of deception is declared to affect the public health, safety, and welfare and is subject to regulation and control in the public's interest; and WHEREAS, Illinois has long been recognized as a leader in the field of deception detection, with the polygraph providing an important investigative role in this state; and WHEREAS, Developing and emerging electronic technology may have produced additional methods by which to detect deception, including computer voice stress analysis; and WHEREAS, It is imperative for the State of Illinois to not only address the sunset issue associated with the Detection of Deception Examiners Act, but also to study and re-examine current licensing criteria as well as to review any new and emerging detection of deception methodologies; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the Department of Professional Regulation is directed to conduct a study of the existing detection of deception examiners licensing criteria regarding all aspects of minimum criteria including, but not necessarily limited to, training, education, experience, and testing of applicants for detection of deception licenses; and be it further RESOLVED, That the study shall include the review and analysis of new and emerging deception detection technology, such as computer voice stress analysis; and be it further RESOLVED, That the Department of Professional Regulation shall conclude the study by December 1, 1999 and shall forward the report of its findings and recommendations to the Speaker of the House, the
