    The House met pursuant to adjournment.
    The Speaker in the Chair.
    Prayer by Pastor Richard Maye with  the  Second  Timothy  Baptist
Church inSpringfield, Illinois.
    Representative Silva led the House in the Pledge of Allegiance.
    By  direction  of the Speaker, a roll call was taken to ascertain
the attendance of Members, as follows:
    106 present.  (ROLL CALL 1-1ss)

    By unanimous  consent,  Representatives  Bost,  Bradley,  Durkin,
Lindner,  Mathias,  Murphy,  Pankau,  Ryder,  Schmitz, Schoenberg and
Stephens were excused from attendance.


                               RECESS

    At the hour of 11:10 o'clock a.m., Speaker Madigan moved that the
House do now take a recess until the call of the Chair.
    The motion prevailed.
    At the hour of 1:21 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.


    At the hour of 1:22 o'clock  p.m.,  Representative  Currie  moved
that  the  House  do  now adjourn until Sunday, December 19, 1999, at
4:00 o'clock p.m.
    The motion prevailed.
    And the First Special Session stood adjourned.
