    The House met pursuant to adjournment.
    The Speaker in the Chair.
    Prayer by Representative  Coy  Pugh,  Pastor  of  West  Englewood
United Methodist Church in Chicago, Illinois.
    Representative O'Brien led the House in the Pledge of Allegiance.
    By  direction  of the Speaker, a roll call was taken to ascertain
the attendance of Members, as follows:
    114 present.  (ROLL CALL 1-1ss)

    By unanimous consent, Representatives Black, Feigenholtz,  Murphy
and Schoenberg were excused from attendance.


                               RECESS

    At the hour of 11:00 o'clock a.m., Speaker Madigan moved that the
House do now take a recess until 2:00 o'clock p.m.
    The motion prevailed.
    At the hour of 2:00 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.

    At  the hour of 2:26 o'clock p.m., Speaker Madigan moved that the
House do now take a recess until 4:00 o'clock p.m.
    The motion prevailed.
    At the hour of 4:00 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.

    At the hour of 4:05 o'clock p.m., Speaker Madigan moved that  the
House do now take a recess until 5:00 o'clock p.m.
    The motion prevailed.
    At the hour of 5:04 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.

    At  the hour of 5:25 o'clock p.m., Speaker Madigan moved that the
House do now take a recess until 6:15 o'clock p.m.
    The motion prevailed.
    At the hour of 6:12 o'clock p.m., the House resumed its session.
    Speaker Madigan in the Chair.


    At the hour of 6:13 o'clock p.m., Speaker Madigan moved that  the
House  do  now  adjourn  until  Thursday, December 16, 1999, at 11:00
o'clock a.m.
    The motion prevailed.
    And the Special Session stood adjourned.
