The Honorable Jesse White, Secretary of State, called the House to order and presided over deliberation until the election of a Speaker as presiding officer as provided by the Constitution. Prayer by Father Thom Dennis of Cathedral of the Immaculate Conception, Springfield, Illinois and Chief Rabbi Michael Balinsky, Rabbi and Director of Louis and Saerre Fiedler Hillel Center at Northwestern University and President of Chicago Board of Rabbis. Representative Capparelli led the House in the Pledge of Allegiance. Greiman to the Members-elect of the House of Representatives. ELECTION OF SPEAKER The Secretary of State announced the next order of business to be the election of Speaker from among the Members of the House of Representatives and called for nominations. Representative Capparelli placed in nomination for Speaker, Representative Madigan. Representative Hannig seconded the nomination for Representative Madigan. Representative Currie seconded the nomination for Representative Madigan. Representative Art Turner seconded the nomination for Representative Madigan. Representative Lang seconded the nomination for Representative Madigan. Representative Erwin seconded the nomination for Representative Madigan. Madigan elected Speaker of the House of the Ninety-First General Assembly and Representative Lee A. Daniels was declared elected Minority Leader of the House of the Ninety-First General Assembly. The Secretary of State, with the consent of the House, appointed the following Members to escort the Speaker-elect to the Rostrum to take the Constitutional Oath: Representatives Burke, Monique Davis, Erwin, Tom Johnson, Meyer, Lawfer, Lindner, McGuire, Novak and Schoenberg. Whereupon, the Committee of Honor proceeded to the seat of Representative Madigan to escort him to the Rostrum. The Secretary of State presented to the House, Justice Alan J. Greiman who administered the Constitutional Oath to the Speaker-elect Michael J. Madigan. The Speaker requested the Committee of Escort, previously appointed to escort him to the Rostrum, to escort the Honorable Jesse White, Secretary of State, from the Chambers. Speaker Madigan recognized Cook County and Chicago Officials: Cook County Board President John Stroger, Cook County Assessor Jim Houlihan, Former Cook County Assessor Tom Hynes, Cook County Chairman Tom Lyons, Former State Representative and Commissioner of the Cook County Board of Tax Appeals Joe Berrios, Alderman Frank Olivo, Alderman Dan Solis, Rockford Mayor Box and Appelate Judge Sue Myerscough. The Speaker then recognized Governor George Ryan.
