WHEREAS, Craig E. Milligan of Decatur, Illinois, passed away on
March 28, 2000; and
WHEREAS, Craig Milligan was born in Decatur on May 4, 1951, the son
of Herbert E. and Barbara J. Ott Milligan; he married Sarah Shade on
December 22, 1979; and
WHEREAS, Craig Milligan was the regional superintendent for
Macon-Piatt schools; he received his B.S. at Illinois State University,
and his Ed.S. and M.S. at Eastern Illinois University; and
WHEREAS, Craig Milligan was a member of First Lutheran Church; he
was a member of Phi Delta Kappa Educational Fraternity; he was a
trainer for Illinois Administrators Academy with the State Board of
Education, "Linking Staff Development to Teacher Observation"; he was
the chairperson of SASI Illinois Users Group for Central and Southern
Illinois; and he was the president of the Macon County Elementary
Principals Association; and
WHEREAS, He was a presenter of teacher in-service workshops
throughout Central Illinois, presenting topics of teacher observation,
staff development, and classroom management; he was the chairperson of
personnel and Growth Division for First Lutheran Church; he was the
committee chairperson of swim meets for the Decatur Swim Club; he was a
volunteer for local and State events for Special Olympics; he was a
member of the National Association of Secondary School Principals, and
he was a member of the Rotary Club of Decatur; and
WHEREAS, Craig Milligan was summer school coordinator at the Area
Vocational Center in Decatur from 1982 to 1985, and assistant principal
at Johns Hill Middle School in Decatur from 1980 to 1985; he was

principal at Warrensburg-Latham Middle School from 1985 to 1990; he was
principal at Warrensburg-Latham Elementary/Middle School from 1990 to
1998; and in 1998 he was elected as regional superintendent for
Macon-Piatt schools; and
WHEREAS, We extend our sympathies to family and friends of Craig
Milligan, especially his loving wife, Sarah; his mother, Barbara
Milligan; his son, Todd; his daughter, Courtney; his father-in-law and
mother-in-law, William P. and Barbara Shade II; his brothers-in-law,
William P. Shade III, wife Susan and their family, Thomas Shade, wife
Jane and their family, and Jeffrey Shade and wife Molly; therefore, be

HOUSE RESOLUTION 737
Offered by Representative Hassert:
WHEREAS, The members of the House of Representatives were saddened
to learn of the death of Kenneth L. Hermansen of Panama City Beach,
Florida, formerly of Romeoville, on Thursday, May 27, 1999; and
WHEREAS, Kenneth Hermansen was superintendent of the Valley View
School District for twenty years, during which time he pioneered and
introduced the 45-15 year round school program, the first such program
in the State of Illinois; he taught in Valley View Schools for thirty
years and spent a total of thirty-four years in education; he retired
in 1983; and
WHEREAS, Kenneth Hermansen taught for a year at a one-room
schoolhouse at Boughton and Naperville Roads, and later taught for
seven years at Romeoville High School; he also taught evening
psychology courses at Joliet Junior College; and
WHEREAS, Kenneth Hermansen was born on a farm in northern Indiana
on January 6, 1924; he was a veteran of the United States Army during
World War II; and
WHEREAS, Mr. Hermansen served on the Romeoville Village Board and
the Fountaindale Public Library Board; he was a past member of the
Jaycees and Lions Club in Romeoville, worked in sales and marketing for
Cornerstone Services in Will County, and helped with the Village of
Romeoville's Operation Christmas fundraiser; and
WHEREAS, A memorial service will be held in his honor at St.
Benedict Episcopal Church in Bolingbrook on Saturday, May 20, 2000; and
WHEREAS, Kenneth Hermansen will be missed by all, especially his
wife, Marilyn; his daughters, Karen Hermansen, Dawn Bretz, and Kandy
Hermansen; his sons, Keith Hermansen and Douglas Hermansen; his
step-daughter, Karen Carmichael; and his seven grandchildren;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and
regret the death of Kenneth L. Hermansen and extend our sincere

HOUSE RESOLUTION 738

WHEREAS, The institution of marriage is one of the cornerstones
upon which our society is built, and a marriage that has achieved a
notable longevity is truly a model for the people of the State of
Illinois; and
WHEREAS, It has come to our attention that Mr. and Mrs. William
Hall of Ottawa, Illinois, will celebrate the fiftieth anniversary of
their marriage; and

WHEREAS, William Iber Hall and the former Genevieve Lillian
Grubaugh were united in holy matrimony on May 14, 1950, at the First
United Methodist Church in Ottawa by Reverend Frank Palm; and
WHEREAS, They are the loving parents of Max Noble, Roberta Lynn,
and Tanya Louise and the proud grandparents of Diane, Casey, Tami,
Breanne, Kathi, and Jordan; and
WHEREAS, The respect for marriage reaches one of its highest
plateaus when a couple such as Bill and Gen Hall celebrate their golden
wedding anniversary; and
WHEREAS, They stand as examples of the best of our society, and
their love and devotion to each other and to their family and friends
serve as a reminder to all that hard work, dedication, and love can
make a difference in today's world; therefore, be it

HOUSE RESOLUTION 739

WHEREAS, The highest award the National Council of the Boy Scouts
of America can bestow upon a Scout is that of Eagle Scout; and
WHEREAS, Gary Spencer of Boy Scout Troop 34, in Glen Carbon, will
receive the Eagle Scout Award at a Court of Honor to be held on April
16, 2000, at 2:00 p.m. in the new Senior Citizens Center behind the
Glen Carbon Village Hall; and
WHEREAS, In order to qualify as an Eagle Scout, a young man must
demonstrate outstanding qualities of leadership, a willingness to be of
help to others, and superior skills in camping, lifesaving, and first
aid; and
WHEREAS, In earning this high rank, Gary Spencer joins an elite and
honorable fraternity of achievers that counts among its members an
extraordinary number of this nation's great leaders in business,
government, education, and other sectors of society; and

WHEREAS, Mireya Mata-Donnelly, a Kindergarten teacher at Ruiz
Elementary School in Chicago, is one of the Illinois teachers to
receive the Golden Apple Awards for excellence in education; and
WHEREAS, Ms. Mata-Donnelly received her bachelor's degree in
elementary education and her master's degree in early childhood
education from the University of Illinois at Chicago; and
WHEREAS, With the excitement that comes from Mireya Mata-Donnelly's
classroom, there is no denying the positive impact she is having as a
teacher; her kindergartners love school, her energy, and smiling face;
and
WHEREAS, In her everyday life as a teacher, she reflects strength,
community service, positive attitude, peaceful solutions, tireless

welcome the opportunity to recognize citizens of this State who have
made outstanding and heroic deeds; and
WHEREAS, On January 17, 2000, Jose Jaime Esparza died tragically
while trying to save the life of his father, Raul, Jr., when a fire
blazed in their home; and
WHEREAS, Jose Jaime Esparza was born on September 23, 1967; he was
known to his family and friends as Jaime and was the General Manager of
Community Services for the American Red Cross of Greater Chicago; and
WHEREAS, For eight years, Jaime Esparza was a leader with the
American Red Cross to Chicago-area community groups and youth in
educating them to help save lives; he was committed to the Youth
Leadership Training, a Red Cross program that offers learning
opportunities to at-risk adolescents to help them develop valuable life
and job skills; and
WHEREAS, In memory of Jaime Esparza's life, the American Red Cross
has chosen to rename the Youth Leadership Training the Jaime Esparza
Youth Leadership Program; and
WHEREAS, Jaime Esparza was also involved in other community
services, including a Catholic volunteer group for young adults, the
Mexican Fine Arts Center Museum in Pilsen, and Quigley Seminary High
School; and
WHEREAS, The passing of Jose Jaime Esparza will be deeply felt by
his family and friends, especially his mother, Maria; his nine
siblings; and his many nephews and nieces; therefore, be it

WHEREAS, It has come to our attention that Frank Glowaty is
celebrating his 25th anniversary as principal of Ss. Peter and Paul
School in Naperville; the occasion will be marked with fellowship and
dinner at Cress Creek Country Club on Friday, May 12, 2000; and
WHEREAS, Frank Glowaty received his bachelor's degree from Lewis
University in Romeoville in 1967 and his master's degree from St.
Xavier University in Chicago; and
WHEREAS, He started his teaching career at St. Dennis School in
Lockport and served as junior high teacher, assistant principal, and
athletic director from 1967 to 1975; he moved to Ss. Peter and Paul
School in 1975 as principal and also took over as Development Director
in 1988; and
WHEREAS, Mr. Glowaty was president of the Joliet Diocesan
Principal's Association from 1978 to 1982 and again from 1989 to 1992;

he was an adjunct teacher at the Dominican University Development
Institute from 1992 to 1996; and
WHEREAS, Mr. Glowaty has been listed in the Who's Who of Elementary
School Principals; he is a recipient of the Lewis University Alumni
Board Award, the Naperville JC's Educator of the Year Award, and the
National Catholic Education Association's Presidential Award for
Outstanding Service to Catholic Education; and
WHEREAS, Through his leadership, Frank Glowaty has created an
atmosphere that has united the faculty and parents of the school to
work together to provide an excellent environment for the students to
learn, grow, and develop; and
WHEREAS, Mr. Glowaty and his wife, Char, live in Plainfield, and
are the proud parents of Stacey, Grant, and Courtney Glowaty; and
WHEREAS, Frank Glowaty has earned the respect and admiration of all
who know him; his fellow principals in the Joliet diocese recognize him

pleased to honor milestones in the lives of Illinois' finest; and
WHEREAS, Richard J. Ternes, a longtime part of the hard working
Chicago Fire Department, retired on June 20, 1999; and
WHEREAS, Richard Ternes was born on March 19, 1939; he married
Sandy J. Ternes on September 23, 1961; they have two daughters, Dawn
and Linda, and are the proud grandparents of Michael and Richard; and
WHEREAS, Richard Ternes began working on the Chicago Fire
Department in September of 1961; after his training at the academy, he
first worked on Truck 12, then was assigned to Squad 9, which was his
favorite assignment, then he was assigned to Salvage 7, followed by
Truck 1, and later Engine 129, and on to Truck 50; and
WHEREAS, Richard Ternes continued his dedication to the Chicago
Fire Department by moving on to 5th District Relief, where he became a
Lieutenant after the 1980 strike; he then moved to Truck 8, and finally
to Truck 52, where he retired in June of 1999; and
WHEREAS, Richard Ternes picked up the nickname of "Junior" during

his career with the Chicago Fire Department; and
WHEREAS, Richard Ternes was a staunch and loyal member of Local 2,
where he was a union steward and the grievance committee chairman;

retiring as principal from Hadley Junior High School in Glen Ellyn
after sixteen years; and
WHEREAS, Dr. Stellon began the successful Exploratory Program at
the school, and has kept this program operating to this day; and
WHEREAS, Dr. Stellon established the Special Education Inclusion
Program and enhanced the effectiveness of the school's Academic Teaming
approach; and
WHEREAS, Dr. Stellon established and promoted Student Government
Day, placing junior high students with local government officials for a
day; and he reestablished effective communication between parents and
the school; and
WHEREAS, In 1986, Dr. Stellon led the school to recognition as one
of the best schools in the nation with the Excellence in Education
award given by the United States Department of Education; and
WHEREAS, Dr. Stellon began the Music Education Foundation helping

selected for the last eight years to perform at the Illinois Superstate

peer mediation, shall study alternative education programs and their
current status, waiting lists, and capital needs, shall, in cooperation
with the State Board of Education, develop uniform criteria to be
implemented in school safety plans, shall make recommendations on the
streamlining, centralization, and coordination of school safety
resources and programs offered by various entities, agencies, and
government units, and shall submit a report on its findings and
recommendations to the General Assembly and the Governor by December
31, 2000; and that upon filing its report the task force is dissolved;
and be it further
RESOLVED, That suitable copies of this resolution be delivered to
the President of the Senate, the Minority Leader of the Senate, the
Speaker of the House, the Minority Leader of the House, the Governor,
the State Superintendent of Education, the Illinois Principals

WHEREAS, The members of the House were saddened to learn of the
death last year of Mayor Kenneth P. Hayes of Bradley; and
WHEREAS, He was elected mayor in 1981 and was re-elected in 1985,
1989, 1993, and 1997; and
WHEREAS, Under Mayor Hayes' strong leadership, the Village of
Bradley experienced unprecedented commercial and retail growth,
amounting to large increases in sales tax revenue to Bradley; and
WHEREAS, Much of the commercial growth and development that Mayor
Hayes worked for occurred along Illinois Route 50; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that the portion of Illinois Route 50 from North Street to
Larry Power Road in Bradley is designated the Kenneth P. Hayes Memorial
Highway; and be it further
RESOLVED, That the Department of Transportation is directed to
erect appropriate signage along this route in recognition of this
designation; and be it further
RESOLVED, That suitable copies of this resolution be presented to

CONSTITUTIONAL AMENDMENT

SENATE JOINT RESOLUTION
CONSTITUTIONAL AMENDMENT 18
RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE
STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that
there shall be submitted to the electors of the State for adoption or
rejection at the general election next occurring at least 6 months
after the adoption of this resolution a proposition to amend Article V
of the Illinois Constitution by changing Sections 1, 3, 7, and 18 and
by repealing Section 17 as follows:
(ILCON Art. V, Sec. 1)
SECTION 1. OFFICERS
The Executive Branch shall include a Governor, Lieutenant Governor,
Attorney General, Secretary of State, and State Financial Officer
Comptroller and Treasurer elected by the electors of the State. They
shall keep the public records and maintain a residence at the seat of
government during their terms of office.

SECTION 3. ELIGIBILITY
To be eligible to hold the office of Governor, Lieutenant Governor,
Attorney General, Secretary of State, or State Financial Officer
Comptroller or Treasurer, a person must be a United States citizen, at
least 25 years old, and a resident of this State for the three years
preceding his or her election.

SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
If the Attorney General, Secretary of State, or State Financial
Officer Comptroller or Treasurer fails to qualify or if the his office
becomes vacant, the Governor shall fill the office by appointment. The
appointee shall hold office until the elected officer qualifies or
until a successor is elected and qualified as may be provided by law
and shall not be subject to removal by the Governor. If the Lieutenant
Governor fails to qualify or if the his office becomes vacant, it shall
remain vacant until the end of the term.

deposited with him or her, and for their disbursement upon his or her
order, and (iii) have the duties and powers that may be prescribed by

shall be elected in 2002 and thereafter. This Constitutional Amendment
