HOUSE RESOLUTION 640
Offered by Representative McGuire:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor milestones in the lives of people of the State of
Illinois; and
WHEREAS, John Kilday will be retiring from his position as Director
of Adult and Continuing Education with the Joliet Township High School
after serving for 31 years; and
WHEREAS, John Kilday has been responsible for all vocational
programs at four campuses, Central campus, Alternate School, the West
Campus, and the Evening School; the programs include: 22 Career and
Technical programs, 9 Adult and Continuing Education Technical
programs, 2 Tech-Prep Schools-Within-A-School, Child Care and Day Care
Center for students who are parents, Partnership Academy, Jobs for
Illinois Graduates, Upper Edge, School-Based Enterprise, and the
National Center for Construction Education and Research (NCCER) "Wheels

of Learning" Apprenticeship program; and
WHEREAS, John Kilday received his education from
LaSalle/Peru/Ogelsby Junior College, and Illinois State University; he
serves on the Board of Directors of Three Rivers Education for
Employment System Planning & Coordination Council, the Board of
Directors of Education to Careers, and the Board of Directors of United
Cerebral Palsy; he is a member of the Committee for Quality Vocational
Education; he is a past Illinois Vocational Association Board member
and Advisory Board member; he is on the Joliet Township High School
Infant Child Care Center Board; he is on the WILCO Welding Advisory
Board; and he serves on the Joliet Township Tech-Prep & Advisory
Partnership Academy Advisory Board; and
WHEREAS, John Kilday is a member of the Illinois Vocational
Association, the American Vocational Association, the Illinois Adult &
Continuing Education Association, the Illinois Vocational & Career
Administrators, the Illinois Cooperative Education Coordinators
Association, the Illinois Industrial Technology Association, the
Illinois Farm Bureau Association, the Will County Auto Body
Association, and the Kiwanis Club; and
WHEREAS, John Kilday has received many awards, including: the
Illinois Vocational Association Teacher Administrator of the Year 1990
award, the American Vocational Association Region III Award of Merit,
the Region 9 Vocational Industrial Clubs of America Advisor 15-year
award, the 1998 Joliet Area Church-Based Organized Body (JACOB)
Community Ally Award, the Illinois Association for Career and Technical
Education Teacher/Administrator of the Year 2000 award, and the Award
of Merit for the Year 2000 ; and
WHEREAS, John Kilday will enjoy his retirement along with his wife,
Carolyn, and their daughters, Susan, Mary, and Kathy; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate John
Kilday on his retirement and well deserved vacation; and be it further

HOUSE RESOLUTION 641
Offered by Representative Granberg:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor heroes in the State of Illinois; and
WHEREAS, Jeannie Malone, a teacher at Kell School in Salem,
Illinois, can truly be called a hero; when her student, kindergartner
Seth Clark, got a piece of candy stuck in his throat, Jeannie Malone
came to the rescue, using the Heimlich Maneuver to dislodge the candy
and save the young boy's life; and
WHEREAS, Jeannie Malone has taught for 28 years; Glen and Lisa
Clark, the parents of Seth, are pleased to know that not only is she a
quality educator, but now they see her as a lifesaver as well;
therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Jeannie
Malone on being there for Seth Clark; for her quick response and
lifesaving techniques she truly deserves the title of "hero"; and be it
further
RESOLVED, That a suitable copy of this resolution be presented to
Jeannie Malone, along with our sincere regards.
HOUSE RESOLUTION 642
Offered by Representative Granberg:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor milestones in the lives of citizens of the State of
Illinois; and
WHEREAS, Gail Simer of Centralia, Illinois has been named the
recipient of the Illinois Woman of Achievement Award by the Lieutenant
Governor's Office in conjunction with March being "Women's History
[March 7, 2000] 6
Month"; and
WHEREAS, Gail Simer was nominated for this award by Centralia Mayor
Robert "Bob" Demijan; and
WHEREAS, Gail Simer is the City Manager for Centralia; she began
working for Centralia in 1981 as the Housing Rehabilitation
Assistant/Relocation Assistance Officer; in 1983 she was asked to take
the position of Administration Assistant to the City Manager; and
WHEREAS, In 1992 Gail Simer was appointed by the Mayor to the
position of City Clerk; she received Registered Illinois Municipal
Clerk status in 1995 and Certified Illinois Municipal Clerk status the
same year; in August of 1999 she was appointed by the Mayor and City
Council of Centralia to become the first female City Manager; and
WHEREAS, Gail Simer and her husband, Richard, have six children;
Gail Simer is involved in school projects, band, different activities,
and other duties of a mother; she is involved with the Calumet Street
Christian Church, performing duties from singing in the choir to
arranging the vacation bible school program; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Gail
Simer on receiving the Illinois Woman of Achievement Award; and be it

RESOLUTIONS

HOUSE RESOLUTION 644
Offered by Representative Curry:
WHEREAS, American women of every race, class, and ethnic background
have made historic contributions to the growth and strength of our
nation in countless recorded and unrecorded ways; and
WHEREAS, American women have played and continue to play a critical
economic, cultural, and social role in every sphere of the life of the
nation by constituting a significant portion of the labor force working
inside and outside of the home; and
WHEREAS, American women have played a unique role throughout the
history of the nation by providing the majority of the volunteer labor
force of the nation; and
WHEREAS, American women were particularly important in the
establishment of early charitable, philanthropic, and cultural
institutions in our nation; and
WHEREAS, American women of every race, class, and ethnic background
served as early leaders in the forefront of every major progressive
social change movement; and
WHEREAS, American women have been leaders, not only in securing
their own rights of suffrage and equal opportunity, but also in the
abolitionist movement, the emancipation movement, the industrial labor
movement, the civil rights movement, and other movements, especially
the peace movement, which create a more fair and just society for all;
and
WHEREAS, Despite these contributions, the role of American women in
history has been consistently overlooked and undervalued in the
literature, teaching, and study of American history; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that March is designated as
"Women's History Month", and the Governor is authorized and requested
to issue a proclamation calling upon the people of Illinois to observe
this month with appropriate programs, ceremonies, and activities; and
be it further
RESOLVED, That a suitable copy of this resolution be delivered to
the Central Illinois Coalition of Labor Union Women and to Governor

HOUSE RESOLUTION 646
Offered by Representative Granberg:
WHEREAS, The United States of America is based on freedom of
religion; and
WHEREAS, Every religious body in the United States deserves to be
recognized by our government in a manner equal to all other religious
denominations; and
WHEREAS, The United States House of Representatives selects its
chaplain based on the recommendation of a non-partisan selection
committee which currently has only 3 Catholic members; and the Speaker
of the House traditionally appoints the chaplain chosen by the
committee; therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Speaker of the
United States House of Representatives Dennis Hastert and United States
House Majority Leader Dick Armey have, by rejecting Father Timothy
O'Brien, allowed the perception that some religious groups are valued
above others; and that Father O'Brien should be renominated and
appointed as United States House of Representatives chaplain.
HOUSE JOINT RESOLUTION 50
Offered by Representative Lopez:
WHEREAS, Smoking by teenagers is a matter of great concern, and the
public has an objective of reducing or eliminating smoking by
teenagers; the common perception is that, despite safeguards, teenagers
frequently are able to get cigarettes from vending machines; and
WHEREAS, The General Assembly should authorize a study to find a
way of removing cigarette vending machines from use without disrupting
the conduct of business in Illinois by, for example, generating a loss
of revenue or a significant loss of jobs; and
WHEREAS, The General Assembly should establish a task force to
study the elimination of cigarette vending machines in the State; the
task force should consist of members of the General Assembly and
representatives of the vending machine industry, the tobacco industry,
and entities and organizations concerned with issues related to health
as it is affected by tobacco use; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that the Cigarette Vending Machine Task Force is created; and
be it further
RESOLVED, That the Task Force shall consist of the following
members:
(1) Four members of the House of Representatives, appointed 2 each
by the Speaker of the House of Representatives and the Minority Leader
of the House of Representatives;
(2) Four members of the Senate, appointed 2 each by the President
of the Senate and the Minority Leader of the Senate;
(3) Two representatives of the vending machine industry, appointed
one each by the Speaker of the House of Representatives and the
President of the Senate;
(4) One representative of the tobacco industry, appointed jointly
by the Speaker of the House of Representatives and the President of
the Senate;
(5) One representative of hospitals, appointed jointly by the
Speaker of the House of Representatives and the President of the
Senate;
(6) One representative of not-for-profit organizations concerned
with the prevention and treatment of cancer, appointed jointly by the
Speaker of the House of Representatives and the President of the
Senate;
(7) One representative of not-for-profit organizations concerned
with the prevention and treatment of diseases of the lungs and

respiratory system, appointed jointly by the Speaker of the House of
Representatives and the President of the Senate; and
(8) One representative of the public, appointed by the Governor;
and be it further
RESOLVED, That the task force shall study ways to eliminate
cigarette vending machines in the State, including ways to provide
compensation to businesses for the elimination of cigarette vending
machines so that Illinois businesses will not be put at risk; and be
it further
RESOLVED, That the task force shall conduct an appropriate number
of hearings throughout the State on the matter of eliminating
cigarette vending machines in the State; the hearings shall be open to
the public and shall afford interested persons an opportunity to
present oral or written testimony to the task force; and be it further
RESOLVED, That the task force shall report its findings and
recommendations to the General Assembly and the Governor by December
31, 2000; and be it further
RESOLVED, That a copy of this resolution shall be forwarded to the
Governor.
HOUSE RESOLUTION 649 was taken up for consideration.
Representative Dart moved the adoption of the resolution.
The motion prevailed and the Resolution was adopted.
HOUSE RESOLUTIONS 626, 627, 628, 629, 631, 632, 633, 634, 635, 640,
641 and 642 were taken up for consideration.
