ON SENATE BILL 0618
To the President of the Senate and the Speaker of the House of
Representatives:
We, the conference committee appointed to consider the differences
between the houses in relation to House Amendments No. 1, 2 and 3 to
Senate Bill 0618, recommend the following:
1. that the Senate non-concur with House Amendments No. 1, 2 and
3; and,
2. that the title of the bill be replaced with the following:
"AN ACT making appropriations."; and
3. that Senate Bill 618 be amended by deleting everything after
the enacting clause and inserting in lieu thereof the following:
"Section 1. "AN ACT regarding appropriations and reappropriations,"
Public Act 91-8, approved June 2, 1999, is amended by changing Sections
230 and 270 of Article 1 as follows:

Sec. 230. The sum of $100,000, or so much thereof as may be

Montclare-Elmwood streetscraping and lamp post banners.

Department of Commerce and Community Affairs for a grant to the City of

informal boys' baseball program into a formal community youth sports
activities organization with a membership, in all activities, of over
3,500 boys and girls; and

"fun" oriented type of environment that will result in an enjoyable and
memorable experience for all children and young adults participating in
the activities; and
WHEREAS, The Darien Youth Club feels that integrity, honesty,

Commerce and Community Affairs, in conjunction with other State
agencies, to develop, within existing resources, a plan to maximize the
State's opportunities to participate in the federal empowerment zone
and enterprise communities initiative established under Subchapter U
(commencing with Section 1391) of Chapter 1 of Subtitle A of Title 26
of the United States Code, and any subsequently enacted federal law
encompassing awards of empowerment zones and enterprise communities;
and be it further
RESOLVED, That the plan also include the feasibility of providing
special consideration or bonus points, or both, for applications for
State grants or other State financial assistance from communities that
have adopted comprehensive community development plans as defined by
the federal empowerment zone and enterprise communities program; and be

HOUSE RESOLUTION 585
Offered by Representative Granberg:
WHEREAS, The State of Missouri has adopted the use of drug courts,
and this program has reduced the number of repeat offenders
significantly; of their 869 graduates, only 4% have been re-arrested
for any offense; and
WHEREAS, The program uses alternative methods to monitor first time
drug users in order to make sure they finish the program and remain
drug free; the program saves Missouri tax dollars, and the cost to put
a person in treatment is almost half of the cost of housing that person
in a prison; and
WHEREAS, The State of Illinois could potentially use this type of
program to reduce the number of inmates, increase available tax dollars
for other programs, and make the State a safer place to live, and the
State of Missouri's program could be an excellent guide for developing
drug courts in Illinois; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a task force to study
the Missouri drug courts is established with the purpose of developing
such a program in Illinois; the task force shall consist of four House
members appointed by the Speaker, four House members appointed by the
Minority Leader, a representative from the Department of Corrections
appointed by the Director of Corrections, and a representative from the
Cook County State's Attorney's Office appointed by the Cook County
State's Attorney; and be it further
RESOLVED, That the task force shall meet at such times as necessary
and shall issue a report of its findings and conclusions to the House
and to the Governor before the 2000 veto session; and be it further

HOUSE RESOLUTION 599

WHEREAS, Hepatitis C is a serious, chronic illness that affects
over four million Americans; and
WHEREAS, Each year, 35,000 Americans will be infected by this
disease and 10,000 will die from liver cancer or cirrhosis caused by
hepatitis C; almost half of all liver transplants in the United States
are performed for end-stage hepatitis C; and
WHEREAS, H. Res 89, providing for a doubling of the research budget
for the National Institutes of Health over the next five years, is
presently pending in the United States House of Representatives; and
WHEREAS, Additional research funding will aid in the effort to
control and cure hepatitis C; therefore, be it

when the two Houses adjourn on Thursday, February 17, 2000, the Senate
stands adjourned until Tuesday, February 22, 2000, at 12:00 o'clock
noon; and the House of Representatives stands adjourned until Tuesday,
February 22, 2000, at 1:00 o'clock p.m.

Senate Joint Resolution 58 was taken up for immediate consideration.
