Offered by Representative Scully:
WHEREAS, The members of the Illinois House of Representatives are
pleased to honor milestones in the lives of the people of the State of
Illinois; and
WHEREAS, George Polletta has served with the Park Forest Fire
Department since August 1, 1969; and
WHEREAS, George Polletta served as an Emergency Medical Technician
for 12 years, where he treated and helped those in need; he was
certified at the Firefighter III level and the HazMat Awareness level;
and
WHEREAS, In addition to his firefighting duties, George Polletta
served as the Park Forest Fire Department mechanic for 20 years,

repairing and maintaining the department's equipment; and
WHEREAS, George Polletta has served as Union President and as a
member of the firefighter negotiating team; he has also served as an
officer of the Park Forest Municipal Credit Union Board; and
WHEREAS, George Polletta retired on December 30, 1999; he will now
enjoy his free time, riding on his Harley-Davidson motorcycle, relaxing
on his boat on the river, and helping others repair whatever needs to
be fixed; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate George
Polletta on a job well done; we thank him for his many years of service
to the Village of Park Forest and for taking the time to help those in

HOUSE RESOLUTION 568
Offered by Representative Feigenholtz:
WHEREAS, It is with great pleasure that the members of this Body
welcome the opportunity to recognize citizens of this State who have
made outstanding contributions and sacrifices to mankind; and
WHEREAS, Many American volunteers fought on behalf of the Jewish
People for Israel's War of Independence in 1948-49; and
WHEREAS, At great personal risk, these men and women offered
themselves and their services to assist the Nation of Israel during
crucial times; and
WHEREAS, There were 4,000 volunteers who went to Israel during its
War of Independence in 1948; they came from the United States, Canada,
England, and South Africa; many were World War II veterans eager to use
their experience to defend the new nation of Israel; and
WHEREAS, They served in fourteen branches of the Israel military
during the war; ninety percent of the new Iraeli air force were
Americans; many American and Canadian volunteers manned the ships that
brought 35,000 holocaust survivors to Israel; many lost their lives
defending Israel in this great struggle for independence; and
WHEREAS, Several of the men who volunteered were residents of
Chicago: Avrum Israel Weinzweig, David Gutmann, Jules Cubernek, Leonard
Sherman, Milton Shulman, Moshe Litoff, Christopher Magee, John
McConville, and William Lichtman; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we take pleasure in
honoring Avrum Israel Weinzweig, David Gutmann, Jules Cubernek, Leonard
Sherman, Milton Shulman, Moshe Litoff, Christopher Magee, John
McConville, and William Lichtman for their sacrifice and the service
they gave to the Nation of Israel during the War of Independence, and
we also honor the courageous men who died flying and fighting for
Israel's independence; and be it further
RESOLVED, That suitable copies of this resolution be presented to
the men mentioned above.
HOUSE RESOLUTION 570
Offered by Representative Hoffman:
WHEREAS, It is with great pleasure that the members of this Body
welcome the opportunity to recognize citizens of this State who have
made outstanding contributions to society; and
WHEREAS, Wade Brunsmann of Belleville has announced his retirement
after nearly fifty years of representing the residents of St. Clair
County; and
WHEREAS, Wade Brunsmann is a veteran of the United States Navy
during World War II, having served as chief of engine rooms aboard a
minesweeper; and
WHEREAS, He received his engineering degree from Case Western
Reserve in Cleveland and opened Brunsmann Heating & Refrigeration
Service in Belleville in 1957; he passed the business to his son, Mark,

in 1987; and
WHEREAS, Wade Brunsmann was elected to the St. Clair County Board
in 1952; he served on the board's finance committee, the MidAmerican
Airport planning committee, the county zoning committee, and the
environment committee, among others; and
WHEREAS, He was appointed by Jerry Costello to the advisory board
of Programs and Services for Older Persons soon after its inception in
1973; and
WHEREAS, He was named officeholder of the year in 1986 by the
Belleville Democratic Committee and was awarded a lifetime achievement
award for outstanding public service by the East-West Gateway
Coordinating Council in 1996; and
WHEREAS, An honest man with great compassion, Wade Brunsmann has
earned the respect of all; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate and
thank Wade Brunsmann for the dedicated service he has given to the
residents of St. Clair County and wish him the best for the future; and

HOUSE RESOLUTION 571
Offered by Representative McGuire:
WHEREAS, The institution of marriage is one of the cornerstones
upon which our society is built, and a marriage that has achieved a
notable longevity is truly a model for the people of the State of
Illinois; and
WHEREAS, It has come to our attention that Mr. and Mrs. Leo
Bernhard of Elmwood, Illinois, will celebrate the fiftieth anniversary
of their marriage; and
WHEREAS, Leo and Lois Bernhard were united in holy matrimony on
February 11, 1950, at St. Mary Carmelite Church in Joliet, Illinois;
and
WHEREAS, The Bernhard family has been a farming family for many
generations; and
WHEREAS, They are the loving parents of 12 children; and the
grandparents of 42; and
WHEREAS, The respect for marriage reaches one of its highest
plateaus when a couple such as Leo and Lois celebrate their golden
wedding anniversary; and
WHEREAS, Leo and Lois stand as examples of the best of our society,
and their love and devotion to each other and to their family and
friends serve as a reminder to all that hard work, dedication, and love
can make a difference in today's world; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST

Lois Bernhard on the occasion of their fiftieth wedding anniversary;

the appropriate registration fee, shall be charged and shall be
deposited into the Secretary of State Special License Plate Fund.".

"AN ACT to amend the Unemployment Insurance Act by adding Section
206.1."; and
by replacing everything after the enacting clause with the following:
"Section 5. The Unemployment Insurance Act is amended by adding
Section 206.1 as follows:
(820 ILCS 405/206.1 new)
Sec. 206.1. Employment; employee leasing company.
A. For purposes of this Section:
1. "Client" means an individual or entity which has
contracted with an employee leasing company to supply it with or
assume responsibility for personnel management of one or more
workers to perform services on an on-going basis rather than under
a temporary help arrangement, as defined in Section 15 of the
Employee Leasing Company Act.
2. "Employee leasing company" means an individual or entity
which contracts with a client to supply or assume responsibility
for personnel management of one or more workers to perform services
for the client on an on-going basis rather than under a temporary
help arrangement, as defined in Section 15 of the Employee Leasing
Company Act.
B. Services performed by an individual under a contract between an
employee leasing company and client, including but not limited to
services performed in the capacity of a corporate officer of the
client, are services in "employment" of the employee leasing company
and are not services in "employment" of the client if all of the
following conditions are met:
1. the employee leasing company pays the individual for the
services directly from its own accounts; and
2. the employee leasing company, exclusively or in
conjunction with the client, retains the right to direct and
control the individual in the performance of the services; and
3. the employee leasing company, exclusively or in
conjunction with the client, retains the right to hire and
terminate the individual.
Section 99. Effective date. This Act takes effect upon becoming
law.".

WHEREAS, Illinois per capita income has grown by 93.6% since 1985;
and
WHEREAS, Presidents' and chancellors' salaries at Illinois public
universities have outpaced growth in per capita income; and
WHEREAS, Civil service salaries at the Illinois Student Assistance
Commission have increased by 104.8%; and
WHEREAS, Civil service salaries at Illinois public universities
have increased by only 77.2%; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the governing board of
each public university is encouraged to correct the trend that has
given rise to higher administrative costs while underfunding civil
service salaries; and be it further
RESOLVED, That the House of Representatives strongly encourages
each public university to distribute personal services dollars in a
manner that works toward salary equity for civil service employees; and
be it further
RESOLVED, That through the Board of Higher Education, the governing
board of each Illinois public university report to the General Assembly
regarding implementation of this resolution by October 1, 2000; and be
it further
RESOLVED, That suitable copies of this resolution be forwarded to
the Board of Higher Education and to the governing board of each
Illinois public university.
HOUSE JOINT RESOLUTION 47
Offered by Representative Poe:
WHEREAS, Agriculture is the most important industry in Illinois;
and
WHEREAS, Over the past few years Illinois' agriculture industry has
experienced major financial difficulties; and
WHEREAS, Sixty-one percent of the farms studied are projected to
have annual net farm incomes between $0.00 and $50,000.00 while average
family living expenditures are approximately $45,000.00 per year not
including income tax or social security; and
WHEREAS, Of the farms studied, most of the farms do not have farm
and off-farm income above family and living expenses in 1999; and
WHEREAS, Eighteen percent of the farms studied will have negative
net incomes during 1999; and
WHEREAS, Around 93% of the farms studied are projected to have net
worth declines between 1998 and 1999 with the average net worth decline
of 15.5%; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST
GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING
HEREIN, that there is created the Farm Crisis Task Force to address the
viability of the Chicago Board of Trade to act as a sincere means of
marketing Illinois' agricultural commodities, to look into
consolidations and monopolies of companies selling inputs into the
agricultural economy, and to look into consolidations and monopolies in
the marketing of agricultural outputs; and be it further
RESOLVED, That the Farm Crisis Task Force shall be comprised of 12
voting members, with 6 voting members from the House of

Representatives, 3 members appointed by the Speaker of the House of
Representatives and 3 members appointed by the Minority Leader of the
House of Representatives, and with 6 voting members from the Senate, 3
members appointed by the President of the Senate and 3 members
appointed by the Minority Leader of the Senate; and be it further
RESOLVED, That the Farm Crisis Task Force shall be comprised of the
following advisory non-voting members: the Governor or his or her
designee; the Director of Agriculture or his or her designee; and the
Attorney General or his or her designee; and be it further
RESOLVED, That the Farm Crisis Task Force shall be comprised of the
following non-voting members: one representative from the Illinois Farm
Bureau, appointed by the Governor; one representative from the Illinois
Corn Growers Association, appointed by the Governor; one representative
from the Illinois Soybean Growers Association, appointed by the
Governor; one representative from the Illinois Pork Producers
Association, appointed by the Governor; one representative from the
Illinois Beef Association, appointed by the Governor; and up to 5
additional members from pertinent agricultural fields such as academia,
business, and local government to be appointed by the Governor; and be
it further
RESOLVED, That the Task Force shall meet as soon as possible after
at least 9 legislative members have been appointed, a majority of the
voting members shall select a voting member to serve as chairperson of
the Task Force at its initial meeting, the members of the Task Force
shall serve without compensation but be reimbursed for their reasonable
and necessary expenses from funds appropriated for that purpose, the
Task Force shall receive the assistance of legislative staff,
legislative agencies, and, upon request, private and public
organizations, the Task Force shall hold public hearings and compile a
report, the Task Force shall submit the report to the House and Senate
by filing copies of its report with the Clerk of the House and the
Secretary of the Senate on or before the first day scheduled for the
House of Representatives to convene for the fall veto session in 2000,
and the Task Force shall submit copies of the report to the United
States House of Representatives, the United States Senate Agriculture
Committees, and the United States Attorney General; and that upon
submitting its report the Task Force is dissolved; and be it further
RESOLVED, That copies of this resolution be sent to the Governor,
the Attorney General, and the Director of Agriculture.
