|
2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of John Dale Stobbs, who passed away on |
4 | | November 23, 2016; and
|
5 | | WHEREAS, John Stobbs was born in Alton to John and Myrtle |
6 | | (Uphoff) Stobbs on November 28, 1932; he graduated from St. |
7 | | Mary's Grade School and Marquette High School in Alton, where |
8 | | he was class president; during his junior year at Marquette, he |
9 | | was elected to be the national president of Junior Achievement, |
10 | | and during his senior year he traveled throughout the country |
11 | | in that capacity; he earned a scholarship to St. Louis |
12 | | University, where he received his undergraduate and law degrees |
13 | | in 1956 with honors; he received his Master of Laws from |
14 | | Georgetown University in Washington, D.C. in 1958; during law |
15 | | school, he served on the Law Journal and was a member of the |
16 | | Order of the Coif; he married Mary DeCicco in Washington, D.C. |
17 | | on November 28, 1959; and
|
18 | | WHEREAS, John Stobbs enlisted in the United States Air |
19 | | Force and served in the Judge Advocate General Corps until his |
20 | | retirement as a full Colonel in 1989; he attended and completed |
21 | | studies at the prestigious Air War College in Huntsville, |
22 | | Alabama; and |

1 | | WHEREAS, John Stobbs worked for the United States |
2 | | Department of Justice, where his first case reached the United |
3 | | States Supreme Court; after working for several years as a |
4 | | trial attorney with the Justice Department, he returned home to |
5 | | Alton, where he practiced law for over 50 years and was a |
6 | | partner in the Stobbs and Sinclair Law Firm; he served as a |
7 | | special Assistant State's Attorney under Raleigh Griffith in |
8 | | the early 1970s, where he was specially appointed to prosecute |
9 | | corruption cases; he had a perfect record of 14 convictions and |
10 | | no losses in the cases that proceeded to trial; and
|
11 | | WHEREAS, John Stobbs was a member of several organizations, |
12 | | including the American Legion, the Madison County Bar |
13 | | Association (Treasurer), the Illinois and Missouri State Bar |
14 | | Associations, the Seventh and Eighth Circuit Federal Courts of |
15 | | Appeals, the United States Supreme Court, the Marquette High |
16 | | School Renaissance Society, the Illinois Appellate Lawyers |
17 | | Association (Vice-President), and the American Trial Lawyers |
18 | | Association; and
|
19 | | WHEREAS, John Stobbs was preceded in death by his parents; |
20 | | his son-in-law, Gerard Riordan; and his grandson, Stephen |
21 | | "Danny" Stobbs; and
|
22 | | WHEREAS, John Stobbs is survived by his wife, Mary; his |
23 | | children, Tracey Stobbs Riordan, Monica Jude Stobbs, Elizabeth |

5 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
6 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
7 | | John Dale Stobbs, and extend our sincere condolences to his |
8 | | family, friends, and all who knew and loved him; and be it |
9 | | further
|
10 | | RESOLVED, That a suitable copy of this resolution be |
11 | | presented to the family of John Stobbs as an expression of our |
12 | | deepest sympathy.
