2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Henry Beall Sinclair of Peoria, who | ||||||
4 | passed away on April 21, 2016; and
| ||||||
5 | WHEREAS, Henry Sinclair was born on January 11, 1930 in St. | ||||||
6 | Louis, Missouri; his parents were Ida Lowry Sinclair and | ||||||
7 | Salomon S. Sinclair; he married Dorothy Boyd in April of 1955 | ||||||
8 | in St. Louis, Missouri; and
| ||||||
9 | WHEREAS, Henry Sinclair graduated with a Bachelor of | ||||||
10 | Science from the College of Chemistry at the University of | ||||||
11 | California in Berkeley in 1952; and
| ||||||
12 | WHEREAS, Henry Sinclair worked at Mallinckrodt Chemical | ||||||
13 | Works in St. Louis, Missouri, where he met his future wife; the | ||||||
14 | couple later moved to Boston, Massachusetts, where he earned | ||||||
15 | his Doctor of Philosophy in organic chemistry in 1959 from the | ||||||
16 | Massachusetts Institute of Technology in Cambridge, | ||||||
17 | Massachusetts; and | ||||||
18 | WHEREAS, After graduating from the Massachusetts Institute | ||||||
19 | of Technology, Henry Sinclair and his family moved to | ||||||
20 | Cincinnati, Ohio, where he worked at Proctor & Gamble as a | ||||||
21 | chemist; in 1963, he accepted a position at the "Ag Lab" in |

1 | Peoria with the United States Department of Agriculture, where | ||||||
2 | he remained employed until he took early retirement in the | ||||||
3 | 1990s; and
| ||||||
4 | WHEREAS, In the mid-1960s Henry Sinclair began his lifelong | ||||||
5 | commitment to the Boy Scouts of America, W. D. Boyce Council; | ||||||
6 | he served as a scout leader at Kellar School Boy Scout Troop | ||||||
7 | 304 for 15 years; while involved in scouting, he attended three | ||||||
8 | National Jamborees, numerous camps at Philmont Scout Ranch in | ||||||
9 | New Mexico, and many international scouting events; he attended | ||||||
10 | many canoe outings throughout Illinois; he devoted his time to | ||||||
11 | countless troop meetings, camping, hiking, and cooking events | ||||||
12 | at Camp Wokanda, and Wood Badge basics classes; at the age of | ||||||
13 | 78, he was still volunteering to review submission papers from | ||||||
14 | older scouts seeking the rank of Eagle Scout; and
| ||||||
15 | WHEREAS, After retiring from the Ag Lab and through a | ||||||
16 | lifetime scouting friendship that evolved, Henry Sinclair and | ||||||
17 | his wife traveled extensively with his friends, Jack and JoAnne | ||||||
18 | Dennis; they visited historical locations throughout the | ||||||
19 | United States and the world for 15 years; as a Civil War | ||||||
20 | history buff, he read hundreds of biographies and books about | ||||||
21 | the history and strategy of the Civil War and the time period; | ||||||
22 | he and his wife also took frequent recreational travels to | ||||||
23 | Civil War towns and related locations; and |

1 | WHEREAS, Henry Sinclair was a member of the Universalist | ||||||
2 | Unitarian Church for over 50 years; he served as President of | ||||||
3 | the Board, Trust Officer, and in many service positions; as | ||||||
4 | President, he made it possible for the minister to take a leave | ||||||
5 | to join the historic Selma March; and
| ||||||
6 | WHEREAS, Henry Sinclair was a longtime member of the | ||||||
7 | Audubon Society; throughout the years, he frequently traveled | ||||||
8 | to view local and national bird habitats to study bird species; | ||||||
9 | he participated as an Audubon bird census counter, officially | ||||||
10 | tracking and recording birds at Illinois River and marsh | ||||||
11 | locations; he often talked about the number, types, and | ||||||
12 | locations of birds that he had observed birdwatching; and
| ||||||
13 | WHEREAS, From 2008 to 2015, Henry Sinclair volunteered | ||||||
14 | preparing taxes for senior citizens and low income people; he | ||||||
15 | also enrolled in the Bradley University Continuing Education | ||||||
16 | Program and took several college classes; for five years, he | ||||||
17 | participated in OLLI education programs and bus trips to | ||||||
18 | various locations throughout the Midwest and mid-South; in late | ||||||
19 | 2015, he was nominated to submit suggestions for academic study | ||||||
20 | in cinema class and spent the last year of his life | ||||||
21 | recommending and studying historic and classic cinematography; | ||||||
22 | and | ||||||
23 | WHEREAS, Henry Sinclair was a dedicated supporter of the |

1 | Peoria Red Cross, the Peoria Historical Society, the Peoria | ||||||
2 | Symphony Orchestra, the Lakeview Museum, the Corn Stock | ||||||
3 | Theater, and the Peoria Rivermen; and
| ||||||
4 | WHEREAS, Henry Sinclair is survived by his children, | ||||||
5 | Claudia and Ian; therefore, be it
| ||||||
6 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
8 | family and friends, mourn the passing of Henry Beall Sinclair; | ||||||
9 | and be it further
| ||||||
10 | RESOLVED, That a suitable copy of this resolution be | ||||||
11 | presented to the family of Henry Sinclair as an expression of | ||||||
12 | our sympathy.
