2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of John Edward "Flukie" Cowan; and
|
4 | | WHEREAS, John Cowan was born to Reverend William and Susie |
5 | | Lee (McCall)
Cowan on September 27, 1945 and baptized at Mount |
6 | | Zion Missionary Baptist Church; he graduated from Lincoln |
7 | | Senior High School in
1963 and earned his bachelors degree in |
8 | | economics at Sangamon State University
in Illinois and pursued |
9 | | his master's degree; he married Karen Michele Sistrunk on May |
10 | | 27, 1987; and |
11 | | WHEREAS, John Cowan served in the United States Marine |
12 | | Corps,
achieving the rank of Lance Corporal; as a result of his |
13 | | services during Vietnam, he was awarded the Purple Heart, the |
14 | | National Defense Service Medal, the Vietnam Service Medal, and
|
15 | | the Vietnam Campaign Medal; and
|
16 | | WHEREAS, John Cowan was employed by McDonnell Douglas
|
17 | | Corporation and many local proprietorships prior to his 33 |
18 | | years of service with the State of
Illinois; before retiring as |
19 | | office manager of the East St. Louis and Alton offices of the |
20 | | State of Illinois
Department of Rehabilitation, he pursued |
21 | | entrepreneurial ventures, including Bio-Behavioral
Medicine, |
22 | | Cowan & Cowan Behavioral Health Consulting, and Flukie's Place; |

2 | | WHEREAS, John Cowan was confirmed at St. Matthew Lutheran |
3 | | Church, where he served as the President of the Board of |
4 | | Elders; and |
5 | | WHEREAS, John Cowan was a member of the Alpha Phi Alpha |
6 | | Fraternity, Inc., where
he held various offices over the years; |
7 | | and |
8 | | WHEREAS, John Cowan's family was important to him and he |
9 | | regularly attended family reunions and supported family |
10 | | functions; and
|
11 | | WHEREAS, John Cowan was preceded in death by his parents, |
12 | | and his brothers, James "J.W.", Aaron "Townsend", and Otis; and
|
13 | | WHEREAS, John Cowan is survived by his wife, Karen, M.D.; |
14 | | his children,
Tammy (Forest) Fisher, Paul (Maxine) Lovelace, |
15 | | Toijuan (Hilda) Bell, and Tiffany Joy Walehwa; his |
16 | | grandchildren, Travia Fisher, DeLawrence Foggy, Sharay Foggy, |
17 | | Aryk Bell, Harold Walehwa,
and Lia Bell; his five |
18 | | great-grandchildren; his two sisters, Darlean Cowan (Richard) |
19 | | King
and Patricia Renee Cowan; his great-niece, Mallori; his |
20 | | niece, Gwendolyn Glovers; his great-niece,
Latadzja Ferguson; |
21 | | his great-nephew, Jamian Poole; and a host of other relatives |

considered his brothers, sisters, |
2 | | and children; therefore, be it

3 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
4 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
5 | | John Edward "Flukie" Cowan, and extend our sincere condolences |
6 | | to his family, friends, and all who knew and loved him; and be |
7 | | it further
|
8 | | RESOLVED, That a suitable copy of this resolution be |
9 | | presented to the family of John Cowan as an expression of our |
10 | | deepest sympathy.
