SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Werner Baer, who passed away on March 31,
42016 at the age of 85; and
 
5    WHEREAS, Werner Baer was born in Offenbach am Main, Germany
6in 1931; his family emigrated from Switzerland to New York
7shortly after World War II; he received his bachelor's degree
8from Queen's College in 1953, and a master's and a Ph.D. from
9Harvard University in 1955 and 1958 respectively; and
 
10    WHEREAS, Werner Baer was the Jorge Paulo Lemann
11Distinguished Professor of Economics at the University of
12Illinois, where he served for more than 40 years from 1974 to
132016; prior to that, he was a teacher at Yale (1961-65) and
14Vanderbilt (1965-74); he served as a program advisor for the
15Ford Foundation in Rio de Janeiro from 1967 to 1976; he also
16served as a visiting lecturer at the Pontifical Catholic
17University of Rio de Janeiro, Brazil and the New University of
18Lisbon, Portugal; and
 
19    WHEREAS, Werner Baer influenced generations of students
20and was a driving force behind Latin American Studies at the
21University of Illinois; his research was centered on Latin
22America's industrialization and economic development,

1especially of Import Substitution Industrialization (ISI) and
2Brazil; and
 
3    WHEREAS, Werner Baer had an outstanding record of scholarly
4achievement, including books Industrialization and Economic
5Development in Brazil (1965), The Development of the Brazilian
6Steel Industry (1970), The Brazilian Economy: Its Growth and
7Development (1979), now in its sixth edition, as well as a
8lengthy stream of articles on a diverse range of economic and
9policy issues; and
 
10    WHEREAS, Werner Baer served on the editorial boards of the
11Luse-Brazilian Review, the Emerging Markets Review, Economia
12Aplicada, the Latin American Business Review, Revista
13Latinoamericana de Historica Economica y Social, Revista
14Paraguaya de Estudios Sociologicos, the Latin American
15Research Review, and World Development; and
 
16    WHEREAS, Werner Baer is survived by his sister, Marianne
17(Peter) Kilby, and his nieces and nephews, Damian, Christopher,
18and Karen; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21Werner Baer, and extend our sincere condolences to his family,
22friends, and all who knew and loved him; and be it further
