| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Clarence Herbert "Bob" Alley, who passed |
| 4 | | away on November 26, 2015; and
|
| 5 | | WHEREAS, Clarence Alley was born on October 10, 1942 in |
| 6 | | Cincinnati, Ohio; his parents were James Nelson Alley and Emma |
| 7 | | Spears Harris (nee Wallace); and
|
| 8 | | WHEREAS, After graduating from high school, Clarence Alley |
| 9 | | served in the United States Marine Corps from 1962 to 1966; he |
| 10 | | later earned a Ph.D. in public administration; and
|
| 11 | | WHEREAS, Clarence Alley retired from the University of |
| 12 | | Illinois in December of 2003 after many years of service; |
| 13 | | following his retirement, he spent his time volunteering at |
| 14 | | Chanute Air Force Base in Rantoul, playing the guitar, having |
| 15 | | regular breakfast meetings with his friends, and spending time |
| 16 | | with his family; and
|
| 17 | | WHEREAS, Clarence Alley became interested in music at a |
| 18 | | young age, participating in Sunday hootenannies with his |
| 19 | | family; he loved classic rock and old country and played lead |
| 20 | | guitar in a number of bands over the years, his last band being |
| 21 | | NTL (Never Too Late), where he played with his cousin, David |
|

| 1 | | Spears; he also played a few gigs with his son, Phil; he was |
| 2 | | also an avid bike rider; and
|
| 3 | | WHEREAS, Clarence Alley was a member of St. Christopher |
| 4 | | Episcopal Church in Rantoul, where he served as Bishop's Warden |
| 5 | | for many years and was in charge of the music program; and
|
| 6 | | WHEREAS, Clarence Alley was preceded in death by his |
| 7 | | parents; his stepfather, Wallace Harris; and his sister, Joyce |
| 8 | | Alley Spurlock (Lewis T.); and
|
| 9 | | WHEREAS, Clarence Alley is survived by his wife of 37 |
| 10 | | years, Ann Leonard Alley; his children, Stacey (Chuck) Sohn, |
| 11 | | Heather (Joe) Ketchem, Philip Alley, and Emily (Dan) Yarger; |
| 12 | | his brother, Robert (Brenda) Harris; his sisters, Barbara |
| 13 | | (Leonard) Winchester, Julitta Allen, and Lisa (Jake) Redden; |
| 14 | | his grandchildren, Hannah Hilton, Josh Hilton, Henry Sohn, and |
| 15 | | Phoebe Sohn; and his beloved in-laws, nieces, nephews, and |
| 16 | | cousins; therefore, be it

| 17 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL |
| 18 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his |
| 19 | | family and friends, mourn the passing of Clarence Herbert "Bob" |
| 20 | | Alley; and be it further
