2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Joseph John "Joe" Groom of Aurora, who |
4 | | passed away on December 9, 2015; and
|
5 | | WHEREAS, Joe Groom was born in Aurora on May 21, 1965; he |
6 | | graduated from Marmion Academy in 1983; he earned an |
7 | | Associate's Degree in Criminal Justice from Waubonsee |
8 | | Community College and graduated Magna Cum Laude from Western |
9 | | Illinois University with a Bachelor of Arts in both Law |
10 | | Enforcement Administration and History; and
|
11 | | WHEREAS, Joe Groom worked for the past 26 years as a member |
12 | | of the Aurora Police Department, rising through the ranks to |
13 | | Commander; during his career, he worked in Patrol, the DARE |
14 | | program, NABS (the precursor to Community Oriented Policing), |
15 | | Firearms Instruction, Field Training, Special Operations, |
16 | | Planning and Research, Special Response Team, and the Office of |
17 | | Professional Standards; his most recent position was |
18 | | Investigation Division Commander, encompassing Investigations, |
19 | | Special Operations (Gangs and Vice), Domestic Violence |
20 | | Reduction, and Evidence Units; he was also instrumental in the |
21 | | construction of the new police headquarters that was completed |
22 | | in 2010; he was a member of both the International and Illinois |
23 | | Associations of Chiefs of Police; the Chiefs Associations in |

1 | | Kane, DuPage, and Kendall Counties; the Kane County DUI Task |
2 | | Force; the Juvenile Drug Court Advisory Committee; and the |
3 | | Aurora Police Foundation; and

4 | | WHEREAS, Joe Groom was a current board member and past |
5 | | President of the Exchange Club of Aurora and the current Grand |
6 | | Knight of the Knights of Columbus Council 736; he served 2 |
7 | | terms as a Resource Council Member of Big Brothers Big Sisters |
8 | | of Kane and Kendall Counties; he volunteered regularly at |
9 | | church and also volunteered with the Salvation Army and coached |
10 | | 8th grade girls basketball at Annunciation School with his |
11 | | wife; and |
12 | | WHEREAS, Joe Groom enjoyed playing catch, attending |
13 | | sporting events, band concerts, playing games, reading books, |
14 | | attending mass, and being with his family; and

15 | | WHEREAS, Joe Groom is survived by his wife, Kimberly; his |
16 | | father, James; his mother, Dorothy; his brothers, Phillip, |
17 | | Kevin, Jeffrey, Christopher, Peter, Matthew, Patrick, and |
18 | | Paul; his sisters, Marguerite, Sarah, and Anne; his children, |
19 | | Luke, Katelyn, Gabriel, and Seth; and his 20 nieces and |
20 | | nephews; therefore, be it
