SENATE RESOLUTION

 
2    WHEREAS, There is an imbalance between the amount that
3residents of each state pay to the federal government in tax
4revenue and the benefits they receive from the federal
5government; and
 
6    WHEREAS, Some states, including Illinois, pay more in taxes
7to the federal government than they receive in federal
8services, and vice-versa; and
 
9    WHEREAS, The federal government does not currently track
10either how much each state receives in federal funds or what
11the size of the imbalance is between payments and returns; and
 
12    WHEREAS, Having this information readily available would
13enable more accurate estimations of the true costs and benefits
14of federal programs to the residents of each state, providing
15legislators with another way to gauge the value of the
16legislation they will have the option to fund; and
 
17    WHEREAS, To address these concerns and provide a
18methodologically sound basis for comparing taxation and
19spending data, United States Representative Bill Foster has
20introduced H.R. 787 in Congress; and

1    WHEREAS, H.R. 787 will allow legislators to evaluate the
2state-by-state effects of federal spending practices;
3therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Congress to
6pass H.R. 787; and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8delivered to the members of the Illinois congressional
9delegation.
