SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Franklin Delano Bell of Milan, who passed
4away on July 28, 2015; and
 
5    WHEREAS, Franklin Bell was born in Savanna on January 3,
61937 to Henry J. and Estella E. (nee Farrell) Bell; he
7graduated from Savanna High School and St. Ambrose College in
8Davenport, Iowa; he served in the United States Army at Fort
9Carson, Colorado as part of a USAR Control Training Group; he
10married Constance Bower on September 30, 1972; and
 
11    WHEREAS, Franklin Bell was a Certified Life Underwriter for
12the Metropolitan Life Company; after retiring from
13Metropolitan, he served for over 12 years as the Executive
14Director of Rock Island Clean and Beautiful; and
 
15    WHEREAS, Franklin Bell was a member of Rock Island's Sacred
16Heart Church, a life-member of the Rock Island Evening Lions
17Club, and a member and Past-President of Metropolitan Life
18Veterans Association; he was a member and Past-President of the
19AACA/Mississippi Valley Antique Automobile Club of America; he
20was also a member of the National Rifle Association; and
 
21    WHEREAS, Franklin Bell was preceded in death by his

1parents; his 4 brothers, Charles Bedford and Robert, James, and
2Carl Bell; his 4 sisters, Doris, Mary, Evelyn, and Ferolee
3Bell; and his in-laws, Ed French, Sally Bell, and Josie
4Bedford; and
 
5    WHEREAS, Franklin Bell is survived by his wife, Constance;
6his sons, Scott Bell and Franklin T. (MeOsha) Bell; his
7stepchildren, Tina Bower, Tami (Steve) Schmidt, Tony Bower, and
8Frank T. (Lisa) Bower; his 10 grandchildren; his 5
9great-grandchildren; his sister, Ruth French; his brother,
10Wilmer (Marge) Bell; his sister-in-law, Nancy Bell; and many
11wonderful nieces and nephews; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
14Franklin Delano Bell, and extend our sincere condolences to his
15family, friends, and all who knew and loved him; and be it
16further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the family of Franklin Bell as an expression of
19our deepest sympathy.
