SENATE RESOLUTION

 
2    WHEREAS, Pediatric acute-onset neuropsychiatric syndrome
3(PANS) and pediatric autoimmune neuropsychiatric disorder
4associated with streptococcal infection (PANDAS) create the
5sudden onset of obsessive-compulsive disorder in children,
6causing previously healthy and emotionally adjusted children
7to experience severe anxiety and emotional disturbances; and
 
8    WHEREAS, Children with PANS and PANDAS tend to manifest
9some of the following symptoms: tics or other abnormal
10movements, severe separation anxiety, generalized anxiety,
11irritability, aggression, personality changes, ADHD, marked
12deterioration in learning and school performance, and
13developmental regression, including deterioration in
14handwriting; and
 
15    WHEREAS, Pediatric infection-triggered autoimmune
16neuropsychiatric disorder (PITAND) is similar to PANS and
17PANDAS in terms of presentation, except that PITAND can be
18triggered by numerous infections, including mycoplasma,
19pneumonia, mononucleosis, Lyme disease, viruses, and more; and
 
20    WHEREAS, Children with PANS, PANDAS, and PITAND may
21experience moderate to dramatic improvement with antibiotics,
22intravenous immunoglobulin treatment, or plasmapheresis; and

1    WHEREAS, Researchers at the National Institute of Mental
2Health are currently engaged in extensive research and testing
3on how to effectively treat PANS, PANDAS, and PITAND; and
 
4    WHEREAS, Researchers at Moleculera Labs at the University
5of Oklahoma have developed PANS, PANDAS, and PITAND blood
6testing procedures; and
 
7    WHEREAS, PANDASNetwork.org is a nonprofit organization
8that raises the awareness about PANS, PANDAS, and PITAND; and
 
9    WHEREAS, The actual number of children suffering from PANS,
10PANDAS, and PITAND has been estimated to be approximately one
11out of every 50 children in the United States; and
 
12    WHEREAS, PANS, PANDAS, and PITAND are likely to be as
13common as pediatric cancer and pediatric diabetes; and
 
14    WHEREAS, It is imperative that there be greater public
15awareness of this serious health issue; therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we designate the date
18of October 9 of 2015 and 2016 as PANS, PANDAS, and PITAND
19Awareness Day in the State of Illinois; and be it further

3Advocacy and Support of Illinois.
