1 | | SENATE RESOLUTION
|
2 | | WHEREAS, Illinois was the first state to ratify the |
3 | | Thirteenth Amendment to the United States Constitution, which |
4 | | abolished slavery; and |
5 | | WHEREAS, The proposed Constitutional Amendment received |
6 | | final approval by Congress and was sent to the states for |
7 | | ratification on January 31, 1865; and |
8 | | WHEREAS, United States Senator Lyman Trumbull of Illinois, |
9 | | a co-author of the proposed Constitutional Amendment, promptly |
10 | | sent a telegram asking that "Illinois be the first to ratify" |
11 | | to Governor Richard J. Oglesby, who immediately sent a message |
12 | | to the General Assembly calling for immediate ratification, |
13 | | saying: "It is just, it is humane, it is right to do so."; and
|
14 | | WHEREAS, Ratification was effected by a joint resolution |
15 | | offered in the Senate on the morning of February 1, 1865, where |
16 | | it was adopted by a vote of 18-6; it then moved on to the House |
17 | | of Representatives, where it was adopted before 4 o'clock that |
18 | | same day by a vote of 48-28; and

19 | | WHEREAS, Following ratification of the Thirteenth |
20 | | Amendment to the United States Constitution, the General |
21 | | Assembly also repealed odious laws that discriminated against |
