SENATE RESOLUTION

 
2    WHEREAS, Illinois was the first state to ratify the
3Thirteenth Amendment to the United States Constitution, which
4abolished slavery; and
 
5    WHEREAS, The proposed Constitutional Amendment received
6final approval by Congress and was sent to the states for
7ratification on January 31, 1865; and
 
8    WHEREAS, United States Senator Lyman Trumbull of Illinois,
9a co-author of the proposed Constitutional Amendment, promptly
10sent a telegram asking that "Illinois be the first to ratify"
11to Governor Richard J. Oglesby, who immediately sent a message
12to the General Assembly calling for immediate ratification,
13saying: "It is just, it is humane, it is right to do so."; and
 
14    WHEREAS, Ratification was effected by a joint resolution
15offered in the Senate on the morning of February 1, 1865, where
16it was adopted by a vote of 18-6; it then moved on to the House
17of Representatives, where it was adopted before 4 o'clock that
18same day by a vote of 48-28; and
 
19    WHEREAS, Following ratification of the Thirteenth
20Amendment to the United States Constitution, the General
21Assembly also repealed odious laws that discriminated against

1African-Americans; therefore, be it
 
2    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the State
4of Illinois for the being the first state to ratify the
5Thirteenth Amendment to the United States Constitution,
6abolishing slavery; and be it further
 
7    RESOLVED, That we recognize the actions of the
8Twenty-Fourth General Assembly in taking further steps to
9repeal discriminatory laws.
