Makes appropriations concerning Public Universities, Community Colleges and Monetary Award Program grants. Provides that appropriation authority is valid for the fiscal year ending June 30, 2016.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
ARTICLE 1
Section 5. The sum of $400,000,000, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Higher Education to be expended, upon written direction of the Board of Higher Education to the Comptroller, Clerk of the House, and Secretary of the Senate, for Public Universities in financial distress for the fiscal year ending June 30, 2016.
ARTICLE 2
Section 5. The sum of $100,000,000, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Community College Board to be expended, upon written direction of the Community College Board to the Comptroller, Clerk of the House, and Secretary of the Senate, for Base Operating Grants to Community Colleges in financial distress for the fiscal year ending June 30, 2016.
ARTICLE 3
Section 5. The sum of $364,856,300, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for grant awards to students eligible for the Monetary Award Program, as provided by law, and for agency administrative and operational costs not to exceed 2 percent of the total appropriation in this section.
Section 99. Effective date. This Act takes effect upon becoming law.
