1 | | institutions are equal partners in educating college |
2 | | freshmen and sophomores; |
3 | | (2) that faculties should take primary responsibility |
4 | | for developing and maintaining program and course |
5 | | articulation; and |
6 | | (3) that institutions are expected to work together to |
7 | | facilitate transfer for lower-division baccalaureate |
8 | | programs. |
9 | | The General Assembly finds and declares that students have |
10 | | benefited by receiving the General Education Core Curriculum |
11 | | and transferring across institutions of higher education. |
12 | | Section 10. Definition of public institution. In this Act, |
13 | | "public institution" means a public university or public |
14 | | community college in this State. |
15 | | Section 15. Participation. All public institutions shall |
16 | | participate in the Illinois Articulation Initiative through |
17 | | submission and review of their courses for statewide transfer. |
18 | | All public institutions shall maintain a complete Illinois |
19 | | Articulation Initiative General Education Core Curriculum |
20 | | package, and all public institutions shall maintain up to 4 |
21 | | core courses in an Illinois Articulation Initiative major, |
22 | | provided the public institution has equivalent majors and |
23 | | courses. All public institutions shall provide faculty, as |
24 | | appointed by the Board of Higher Education for public |

1 | | universities and the Illinois Community College Board for |
2 | | public community colleges, to serve on panels in the review of |
3 | | courses. |
4 | | Section 20. Course transferability.
|
5 | | (a) All courses approved for Illinois Articulation |
6 | | Initiative General Education codes must be transferable as a |
7 | | part of the General Education Core Curriculum package, |
8 | | consistent with the specific requirements of the package. All |
9 | | public institutions shall determine if Illinois Articulation |
10 | | Initiative major courses are direct course equivalents or are |
11 | | elective credit toward the requirements of the major. If the |
12 | | receiving institution does not offer the course or does not |
13 | | offer it at the lower-division level, the student shall receive |
14 | | elective lower-division major credit toward the requirements |
15 | | of the major for the course and may be required to take the |
16 | | course at the upper-division level. |
17 | | (b) Students receiving the full General Education Core |
18 | | Curriculum package must not be required to take additional |
19 | | lower-division general education courses. |
20 | | Section 25. Board of Higher Education and the Illinois |
21 | | Community College Board duties.

22 | | (a) The Board of Higher Education and the Illinois |
23 | | Community College Board shall co-manage the implementation, |
24 | | oversight, and evaluation of the Illinois Articulation |

1 | | Initiative, including determining when panels must be |
2 | | discontinued or convened and the specific requirements of the |
3 | | General Education Core Curriculum. Panels must be convened |
4 | | across the fields of General Education, Communications, |
5 | | Humanities and Fine Arts, Life Sciences, Physical Sciences, |
6 | | Social and Behavioral Sciences, Mathematics, and other fields |
7 | | as determined by the Board of Higher Education and the Illinois |
8 | | Community College Board. |
9 | | (b) The Board of Higher Education and the Illinois |
10 | | Community College Board shall provide a joint report on an |
11 | | annual basis to the General Assembly, the Governor, and the |
12 | | Illinois P-20 Council on the status of the Illinois |
13 | | Articulation Initiative and the implementation of this Act.".
