AMENDMENT TO SENATE BILL 3301

2    AMENDMENT NO. ______. Amend Senate Bill 3301 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Articulation Initiative Act.
 
6    Section 5. Legislative findings. The General Assembly
7finds and declares that in January of 1993, the Board of Higher
8Education, the Illinois Community College Board, and transfer
9coordinators from Illinois colleges and universities jointly
10launched the Illinois Articulation Initiative to ease the
11transfer of students among Illinois public and independent
12associate and baccalaureate degree-granting institutions. The
13General Assembly finds and declares that the Illinois
14Articulation Initiative was driven by the following
15foundational ideas:
16        (1) that associate and baccalaureate degree-granting

1    institutions are equal partners in educating college
2    freshmen and sophomores;
3        (2) that faculties should take primary responsibility
4    for developing and maintaining program and course
5    articulation; and
6        (3) that institutions are expected to work together to
7    facilitate transfer for lower-division baccalaureate
8    programs.
9    The General Assembly finds and declares that students have
10benefited by receiving the General Education Core Curriculum
11and transferring across institutions of higher education.
 
12    Section 10. Definition of public institution. In this Act,
13"public institution" means a public university or public
14community college in this State.
 
15    Section 15. Participation. All public institutions shall
16participate in the Illinois Articulation Initiative through
17submission and review of their courses for statewide transfer.
18All public institutions shall maintain a complete Illinois
19Articulation Initiative General Education Core Curriculum
20package, and all public institutions shall maintain up to 4
21core courses in an Illinois Articulation Initiative major,
22provided the public institution has equivalent majors and
23courses. All public institutions shall provide faculty, as
24appointed by the Board of Higher Education for public

1universities and the Illinois Community College Board for
2public community colleges, to serve on panels in the review of
3courses.
 
4    Section 20. Course transferability.
5    (a) All courses approved for Illinois Articulation
6Initiative General Education codes must be transferable as a
7part of the General Education Core Curriculum package,
8consistent with the specific requirements of the package. All
9public institutions shall determine if Illinois Articulation
10Initiative major courses are direct course equivalents or are
11elective credit toward the requirements of the major. If the
12receiving institution does not offer the course or does not
13offer it at the lower-division level, the student shall receive
14elective lower-division major credit toward the requirements
15of the major for the course and may be required to take the
16course at the upper-division level.
17    (b) Students receiving the full General Education Core
18Curriculum package must not be required to take additional
19lower-division general education courses.
 
20    Section 25. Board of Higher Education and the Illinois
21Community College Board duties.
22    (a) The Board of Higher Education and the Illinois
23Community College Board shall co-manage the implementation,
24oversight, and evaluation of the Illinois Articulation

1Initiative, including determining when panels must be
2discontinued or convened and the specific requirements of the
3General Education Core Curriculum. Panels must be convened
4across the fields of General Education, Communications,
5Humanities and Fine Arts, Life Sciences, Physical Sciences,
6Social and Behavioral Sciences, Mathematics, and other fields
7as determined by the Board of Higher Education and the Illinois
8Community College Board.
9    (b) The Board of Higher Education and the Illinois
10Community College Board shall provide a joint report on an
11annual basis to the General Assembly, the Governor, and the
12Illinois P-20 Council on the status of the Illinois
13Articulation Initiative and the implementation of this Act.".
