SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent expenses of the Department of Juvenile Justice for the fiscal year beginning July 1, 2016, as follows:

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
ARTICLE 1
Section 1. “Operational expenses” defined. For the purposes of this Act, the term “operational expenses” includes the following items:
(a) Personal Services;
(b) State contributions to Social Security
(c) Group Insurances;
(d) Contractual Services
(e) Travel;
(f) Commodities;
(g) Printing;
(h) Equipment;
(i) Electronic data processing;
(j) Telecommunications services;
(k) Operation of automotive equipment;
(l) Refunds;
(m) Employee retirement contributions paid by the employer;
(n) Permanent improvements;
(o) Deposits to other funds.
Section 5. In addition to other amounts appropriated, the amount of $128,293,100, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Juvenile Justice for operational expenses, awards, grants and permanent improvements, including tort claims, for the fiscal year ending June 30, 2017.
STATEWIDE SERVICES AND GRANTS
Section 10. The following named amounts, or so much thereof as may be necessary, are appropriated to the Department of Juvenile Justice for the objects and purposes hereinafter named:
Payable from the General Revenue Fund:
For Repairs, Maintenance and other
Capital Improvements............................ 342,100
For Sheriff’s Fees for Conveying Juveniles......... 6,000
Payable from the Department of Corrections
Reimbursement and Education Fund:
For payment of expenses associated
with School District Programs................. 5,000,000
For payment of expenses associated
with federal programs, including,
but not limited to, construction of
additional beds, treatment programs,
and juvenile supervision...................... 3,000,000
For payment of expenses associated
with miscellaneous programs, including,
but not limited to, medical costs,
food expenditures, and various
construction costs............................ 5,000,000
Total $13,348,100
Section 15. The amounts appropriated for repairs and maintenance, and other capital improvements in Section 10 for repairs and maintenance, roof repairs and/or replacements and miscellaneous capital improvements at the Department’s various institutions are to include construction, reconstruction, improvements, repairs and installation of capital facilities, costs of planning, supplies, materials and all other expenses required for roof and other types of repairs and maintenance, capital improvements, and purchase of land.
No contract shall be entered into or obligation incurred for repairs and maintenance and other capital improvements from appropriations made in Section 10 of this Article until after the purpose and amounts have been approved in writing by the Governor.
Section 20. The sum of $50,100, or so much thereof as may be necessary, is appropriated to the Department of Juvenile Justice from the General Revenue Fund for costs and expenses associated with payment of statewide hospitalization.
Section 25. The amount of $300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Juvenile Justice for the purposes of investigating complaints, evaluating policies and procedures, and securing the rights of the youth committed to the Department of Juvenile Justice, including youth released on Aftercare before final discharge.
Section 99. Effective Date. This Act takes effect July 1, 2016, if and only if Senate Bill 2789 of the 99th General Assembly (the Unbalanced Budget Response Act), as introduced in the Illinois Senate, becomes law.
