     Amends the Municipal Clerk Training Act. Provides that at least one (currently, one) ex-officio member designated by the governing board of any public college or university shall be on the Municipal Clerk Training Institute Committee. Effective immediately.

1    AN ACT concerning local government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Municipal Clerk Training Act is amended  by 
5changing Section 2 as follows:
 


6    (65 ILCS 50/2)  (from Ch. 144, par. 61.52)




7    Sec. 2. 
There is created the Municipal Clerk Training 
8Institute Committee
composed of 5 municipal clerks or deputy 
9clerks, appointed by
the Governor as provided herein, and at 
10least one ex-officio member designated by the governing board 
11of any public college or university in this State at the 
12request of the Executive Board of the Municipal Clerks of 
13Illinois
 as a representative of public colleges and 
14universities in
this State.  Each member appointed by the 
15Governor after the effective
date of this amendatory Act of 
161987 shall be a certified municipal clerk
recommended by the 
17Executive Board of the Municipal Clerks of Illinois and
serving 
18as a municipal clerk at the time he or she is so recommended 
19and
appointed.  Each successor of any member appointed to the 
20Committee as a
municipal clerk or deputy clerk shall be 
21appointed to serve for a 4 year term expiring on
the third 
22Monday in January, or until his or her successor is appointed 
23and
qualified.  Any vacancy occurring in the office of a

1Committee member
appointed by the Governor, whether by death, 
2resignation or otherwise,
shall be filled by appointment by the 
3Governor from a recommendation or
recommendations made by the 
4Executive Board of the Municipal Clerks of
Illinois, in the 
5same manner as original appointments.  A member appointed
to 
6fill a vacancy shall serve for the remainder of the unexpired 
7term or
until his or her successor is appointed and qualified.  
8In the event the
Governor refuses to appoint a municipal clerk 
9or deputy clerk recommended by
the Executive Board of the 
10Municipal Clerks of Illinois to either a full
term or, in cases 
11of a vacancy, to the remainder of an unexpired term on
the 
12Committee, such Executive Board shall promptly recommend one or 
13more
additional qualified persons to the Governor for such 
14appointment. The term of each the ex-officio member may be 
15designated by the governing board of any public college or 
16university in this State at the request of the Executive Board 
17of the Municipal Clerks of Illinois. Each The
ex-officio member 
18representing the public
colleges and universities shall serve 
19in an advisory capacity to the
members appointed by the 
20Governor, and such ex-officio members member shall
serve at the 
21pleasure of the governing board designating them to membership

22on the Committee. Members of the Committee shall serve without 
23compensation.

25    Section 99. Effective date. This Act takes effect upon 
26becoming law.
