Amends the Interstate Rail Passenger Network Compact Act. Provides that the Governor, President of the Senate, Speaker of the House of Representatives, and minority leaders of the House of Representatives and Senate may each appoint non-voting alternate members who are only able to vote upon written authorization by a voting member who is unable to perform his or her duties. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Interstate Rail Passenger Network Compact |
5 | | Act is amended by changing Section 25 as follows:
|

7 | | Sec. 25. Advisory council. The interstate rail passenger |
8 | | advisory
council, referred to in this compact as the "council" |
9 | | is created. The
membership of the council consists of 3 |
10 | | individuals from each participating
state, except Illinois |
11 | | which shall have 20 members. The Governor, President
of the |
12 | | Senate, and Speaker of the House of Representatives from each |
13 | | state
shall each appoint 3 members of the council, and in |
14 | | Illinois, the Governor,
President of the Senate, Speaker of the |
15 | | House of Representatives, the
minority leader of the House of |
16 | | Representatives and the minority leader of
the Senate shall |
17 | | also each appoint 4 members of the council. The Governor, |
18 | | President of the Senate, Speaker of the House of |
19 | | Representatives, minority leader of the House of |
20 | | Representatives, and the minority leader of the Senate may each |
21 | | appoint up to 4 alternate members; however, no alternate member |
22 | | shall vote as a member of the council unless the same shall be |
23 | | authorized in writing to exercise the vote of a member of the |
