1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Adult Education Act is amended by changing
5Section 2-4 as follows:
 
6    (105 ILCS 405/2-4)  (from Ch. 122, par. 202-4)
7    Sec. 2-4. Area Planning Councils. On or before October 15,
81982, an Area Planning Council shall be established within the
9boundaries of each community college district. A
10representative of each approved adult education provider is
11required to participate on the Area Planning Council. Other
12members may include:
13        (1) regional superintendents of schools;
14        (2) representatives of school districts;
15        (3) representatives of the community college
16    district's career and technical education program;
17        (4) representatives of the community college
18    district's financial aid office;
19        (5) representatives of the community college
20    district's student services office;
21        (6) representatives of local workforce boards under
22    the federal Workforce Innovation and Opportunity Act;
23        (7) persons with an interest in adult education

1    services provided within the community college district;
2    and
3        (8) persons with an interest in adult education
4    services provided within the Area Planning Council
5    district, including, but not limited to, representatives
6    of social service agencies, businesses and employers,
7    vocational rehabilitation services of the Department of
8    Human Services, and the Department of Employment Security.
9Each Area Planning Council must elect officers and develop
10bylaws that indicate the membership of the Council. The Area
11Planning Council chairperson must be a representative of an
12adult education provider approved by the Board. In areas where
13large multiple-provider Area Planning Councils exist, the
14Board may designate sub-areas within an Area Planning Council
15district to ensure maximum representation of need. The Board
16shall determine the guidelines for the bylaws and operation of
17the Area Planning Council. Each school district included within
18the boundaries of the community college district maintaining
19either grades kindergarten through 12 or grades 9 through 12;
20each regional superintendent of schools, the majority of whose
21region is included within the boundaries of the community
22college district; and the community college district shall be
23entitled to one representative on the Area Planning Council.
24Area Planning Councils may elect to form a joint Area Planning
25Council consisting of 2 or more community college districts as
26approved by the Board. School districts which are not included

1within the boundaries of a community college district may elect
2to participate in an Area Planning Council associated with a
3community college district with the approval of the Board; or
4they may elect to establish an Area Planning Council which is
5not associated with a community college district with the
6approval of the Board.
7    On or before March 1 of each year each Area Planning
8Council shall submit an annual Adult Education Plan for the
9area. The Area Adult Education Plan shall provide for the
10development and coordination of adult education programs in the
11area as prescribed by the Board. The Area Adult Education Plan
12must be aligned with Title II of the federal Workforce
13Innovation and Opportunity Act, the State Unified Plan, local
14workforce boards, and one-stop activities and must include
15involvement of the local Board-approved adult education
16workforce board representative. The local adult education
17workforce board representative is responsible for convening
18Area Planning Council chairpersons in a local workforce area to
19provide information regarding the development of the Area Adult
20Education Plans and related federal Workforce Innovation and
21Opportunity Act activities. If the Board finds that the annual
22Area Adult Education Plan submitted by the Area Planning
23Council meets the requirements of this amendatory Act of 1982
24and the established standards and guidelines, the Board shall
25approve the Plan. The approval of adult education programs by
26the Board for reimbursement under Section 10-22.20 of the

1School Code shall be based on the Adult Education Plan approved
2for the Area. The Area Adult Education Plan must be approved
3prior to funding being made available to an Area Planning
4Council district.
5    On or before March 1, 2002 and each year thereafter, the
6Board shall submit an annual report to the Governor and the
7General Assembly for adult education for the preceding school
8year. The annual report shall include a summary of adult
9education needs and programs; the number of students served,
10federal Workforce Innovation and Opportunity Act activities,
11high school equivalency information, credit hours or units of
12instruction, performance data, total adult education
13allocations costs, and State reimbursement for adult basic
14education, adult secondary education, English language
15acquisition, integrated English literacy, civics education,
16bridge and integrated education and training programs, and
17vocational skills programs; the criteria used for program
18approval; and any recommendations.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
