Amends the Vital Records Act. Removes language denoting allocations to local county coroners and medical examiners or specified officials from the Death Certificate Surcharge Fund as grants. Provides that officials receiving distributions from the Death Certificate Surcharge Fund must submit letters of verification to the Department of Public Health indicating that funds received from the Fund were used as prescribed. Provides that officials failing to provide a letter of verification will be ineligible to receive distributions from the Death Certificate Surcharge Fund for the following 3 years unless a suitable letter of verification is submitted. Effective immediately.

4 | | Section 5. The Vital Records Act is amended by changing |
5 | | Section 25.5 as follows:
|
6 | | (410 ILCS 535/25.5)

7 | | Sec. 25.5. Death Certificate Surcharge Fund. The |
8 | | additional $2 fee for
certified copies of death certificates |
9 | | and fetal death certificates must be
deposited into the Death |
10 | | Certificate Surcharge Fund, a special fund created in
the State |
11 | | treasury. Beginning 30 days after the effective date of this
|
12 | | amendatory Act of the 92nd General Assembly and until January |
13 | | 1, 2003 and
then beginning again on July 1, 2003 and until July |
14 | | 1, 2005, moneys
in the Fund, subject to appropriation, may be |
15 | | used by the
Department for the purpose of implementing an |
16 | | electronic reporting system for
death registrations as |
17 | | provided in Section 18.5 of this Act. Before the
effective date |
18 | | of this amendatory Act of the 92nd General Assembly,
on and
|
19 | | after January 1, 2003 and until July 1, 2003, and on and after |
20 | | July
1, 2005,
moneys in the Fund, subject to appropriations, |
21 | | may be
used as follows: (i) 25% by the Coroner Training Board |
22 | | for the purpose of training coroners, deputy coroners, forensic
|
23 | | pathologists, and police officers for death investigations and |
