Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, where funds appropriated for Fiscal Year 2016 for the payment of utility bills for State offices located in the City of Springfield are not sufficient, additional funds needed to pay those utility bills are appropriated from the general funds of the state and those sources from which those utility bills were paid during Fiscal Year 2015. Defines "utility". Effective immediately.

1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Budget Law of the Civil Administrative |
5 | | Code of Illinois is amended by adding Section 50-23 as follows: |
6 | | (15 ILCS 20/50-23 new) |
7 | | Sec. 50-23. State office utilities; Fiscal Year 2016. |
8 | | Notwithstanding any provision of law to contrary, if the |
9 | | appropriations made available to any State agency, board, or |
10 | | commission are insufficient to pay all utility charges (i) for |
11 | | which that State agency, board, or commission is contractually |
12 | | obligated to pay for utility service provided to offices |
13 | | located in the City of Springfield, and (ii) which were |
14 | | incurred during the period from July 1, 2015 through June 30, |
15 | | 2016, this Section shall constitute an appropriation from the |
16 | | general funds of the State, or such other funds as were used by |
17 | | that State agency, board, or commission to pay for utility |
18 | | service provided to offices located in the City of Springfield |
19 | | during State Fiscal Year 2015, of all amounts necessary to pay |
20 | | those utility charges. For purposes of this Section, "utility" |
21 | | and "utility service" means electric, water, and sewer service, |
22 | | including any access, connection, or other charges directly |
23 | | related to the provision of electric, water, or sewer service.
