Amends the Public Community College Act. With regard to all community college districts with elected board trustees who have been elected after the effective date of this amendatory Act or appointed to fill a vacancy of at least one year's duration of an elected trustee after the effective date of this amendatory Act, provides that every voting member of a community college district's board elected or appointed for an elected trustee for a term beginning after the effective date of this amendatory Act, within a year after the effective date of this amendatory Act and during the third and fifth year of his or her term, shall complete a minimum of 4 hours of professional development leadership training. Provides that the community college district shall maintain on its Internet website, if any, the names of all elected voting trustees of the community college district's board who have successfully compete the training. Provides that the training may be provided by an association established for the purpose of training community college district board trustees or by other qualified providers approved by the Illinois Community College Board. Effective January 1, 2017.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Public Community College Act is amended by |
5 | | adding Section 3-8.5 as follows: |
6 | | (110 ILCS 805/3-8.5 new) |
7 | | Sec. 3-8.5. Community college trustee's leadership |
8 | | training. |
9 | | (a) Every voting member of a board elected or appointed for |
10 | | an elected trustee for a term beginning after the effective |
11 | | date of this amendatory Act of the 99th General Assembly, |
12 | | within a year after the effective date of this amendatory Act |
13 | | of the 99th General Assembly and during the third and fifth |
14 | | year of his or her term, shall complete a minimum of 4 hours of |
15 | | professional development leadership training covering topics |
16 | | in community college and labor law, opening meetings law, |
17 | | freedom of information law, ethics, financial oversight and |
18 | | accountability, audits, and fiduciary responsibilities of a |
19 | | community college trustee. The community college district |
20 | | shall maintain on its Internet website, if any, the names of |
21 | | all elected voting trustees of the board who have successfully |
22 | | completed the training. |
