1 | | could occur as a result of carrying out corrosion |
2 | | prevention and mitigation methods including the careful |
3 | | handling and containment of hazardous materials, |
4 | | especially lead paint; and |
5 | | (3) consulting and interacting directly with, for the |
6 | | purpose of approving industry trained and certified |
7 | | personnel, corrosion industry experts specializing in the |
8 | | training and certification of personnel to carry out |
9 | | corrosion prevention and mitigation methods. |
10 | | (b) In this Section: |
11 | | "Corrosion" means a naturally occurring phenomenon |
12 | | commonly defined as the deterioration of a material (usually a |
13 | | metal) that results from a chemical or electrochemical reaction |
14 | | with its environment. |
15 | | "Corrosion prevention and mitigation methods" means: |
16 | | (1) the preparation, application, installation, |
17 | | removal, or general maintenance as necessary of a |
18 | | protective coating system including the following: |
19 | | (A) surface preparation and coating application on |
20 | | an eligible bridge; |
21 | | (B) removal of a lead-based or other hazardous |
22 | | coating from an eligible bridge; |
23 | | (C) shop painting of structural steel fabricated |
24 | | for installation as part of an eligible bridge; and |
25 | | (2) any other activities related to corrosion |
26 | | prevention, such as cathodic protection, on eligible |

1 | | bridges determined by the Department that require industry |
2 | | trained and certified personnel to carry out. |
3 | | "Corrosion prevention project" means carrying out |
4 | | corrosion prevention and mitigation methods during |
5 | | construction, alteration, maintenance, repair work, or at any |
6 | | other time necessary on an eligible bridge. |
7 | | "Eligible bridge" means a bridge or overpass the |
8 | | construction, alteration, maintenance, or repair work on which |
9 | | is funded, directly or indirectly, by a municipality, a |
10 | | public-private partnership, the State, the federal government, |
11 | | or some combination thereof. |
12 | | "Industry trained and certified" means documentation, as |
13 | | recognized by the United States Department of Labor, showing |
14 | | either: |
15 | | (1) an individual's prior completion of, or current |
16 | | enrollment in for at least the entire duration of a |
17 | | corrosion prevention project on an eligible bridge, a |
18 | | United States Department of Labor certified apprenticeship |
19 | | training program that requires concurrent on-the-job |
20 | | training and classroom instruction for an individual to be |
21 | | considered adequately knowledgeable to carry out corrosion |
22 | | prevention and mitigation methods; or |
23 | | (2) an individual's receipt from a corrosion |
24 | | prevention industry credentialing organization, whose |
25 | | standards for corrosion prevention and mitigation methods |
26 | | are recognized by the Department, of confirmation that the |
