Amends the Illinois Highway Code. Requires the Illinois Department of Transportation to delegate to the Region Engineer of any region which contains a county with a population of 3,000,000 or more inhabitants, the authority to control all phases of soil management on Department projects within the region. Provides that the region Engineer shall provide recommendations to the Department's procurement officer regarding the use of prequalified environmental engineering firms within the region for the purpose of performing soil management work.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Highway Code is amended by adding |
| 5 | | Section 4-503.5 as follows:
|
| 6 | | (605 ILCS 5/4-503.5 new) |
| 7 | | Sec. 4-503.5. Project soil management. The Department |
| 8 | | shall delegate to the Region Engineer of any region which |
| 9 | | contains a county with a population of 3,000,000 or more |
| 10 | | inhabitants, the authority to control all phases of soil |
| 11 | | management on Department projects within the region, |
| 12 | | including, but not limited to, design, testing, and disposal. |
| 13 | | The Region Engineer of any region shall provide recommendations |
| 14 | | to the Department's procurement officer regarding the use of |
| 15 | | prequalified environmental engineering firms within the region |
| 16 | | for the purpose of performing soil management work.
